A special course for JERUSALEM (JNI) — The former director of the National Insurance Insti- tute (NII), Rafi Roter, criticized his successor Danny Azriel last month for damaging the credibility of the NII by releasing poverty statistics in what he termed "a misleading way." Azriel had released an NII survey showing that 500,000 Israelis live below the poverty line. The report was immediately chal- lenged by Treasury offi- cials, who accused the NII of juggling its statistical methods as a public rela- tions ploy in support of the Tami Party's demands for increased welfare benefits. Dominican Envoy to Israel Dies TEL AVIV (JTA) — The Dominican Republic's Am- bassador to Israel, Dr. Manuel Esteban Rodriguez Fernando, died in the Meir Hospital in Kfar Saba Tuesday. He was 42 years old. The ambassador, who suf- fered a stroke last week, had taken up his duties in Israel last April.
