THE DETROIT JEWISH NEWS Tekoah Briefs AJC Leaders Addressing a Detroit audience on behalf of the 1984 Allied Jewish Cam- paign, veteran Israeli dip- lomat Yosef Tekoah said it would be better to sacrifice the uniting of Lebanon than to allow the Soviet Union to expand its sphere of influ- ence in the Middle East through its surrogate, Syria. Tekoah, Israel's former ambassador to the USSR, said the hasty withdrawal of U.S. Marines from Leba- non would mean a collapse of the Beirut government, making way for a Syrian takeover. Even a divided Lebanon — part Syrian and part free and pro-Western — would be preferable to a Lebanon submerged by Soviet influence, he said. A longtime representa- tive to the United Nations, Tekoah observed that the USSR is the chief spoiler in the Middle East, thriving on the continuing Arab-Israeli conflict. "Without a deter- rent stand by the United States," he said, "we can't hope for any solution of the Lebanon crisis. The key is not in Jerusalem, Damas- cus or Beirut, but in Wash- ington." In turn, "Washington looks to you. Tekoah decried all the missed opportunities for peace in Lebanon, oppor- tunities sought by Israel but rejected. For that matter, there has never been a real peace on Israel's frontiers, not since the War for Inde- pendence in 1948. "We've known periods of truce and cease-fire, but never a real peace," he said. That is why Israel must spend more than 40 percent of its budget on defense, why its young men must spend 60 days of every year on reserve duty, why its economy has reached such a low point that the govern- ment has been forced to cut medical services and social welfare programs, Tekoah said. "Our struggle is far from over. We must give our strength, our resources, our lives and the lives of our children," he said. Walter Rauff, 77, has been living in Chile for 25 years, and according to a State Department docu- ment excerpted in the New York Times on Wednesday, Rauff hid for 18 months in a series of Catholic monas- teries on his way to South America after World War II. The document is the now de-classified 1947 State De- partment report prepared by foreign service officer Vincent LaVista which was discovered by historian Charles Allen Jr. It states that many Nazi operatives escaped to South America after the war by using the so-called "monastery route."
