therefore both the U.S. and

BONN (JTA) — Draft
legislation which would
provide criminal penalties,
including prison terms, for
persons who deny publicly
that the Holocaust ever oc-
curred, will be considered
by the West German parli-
ament this year, according
to Justice Minister Hans
Engelhard.

pending upon whether the
courts found the offending
statement constituted "ap-
proval of crimes" or was
merely an "insult."
The Justice Ministry,
which drafted the legisla-
tion, is presently consulting
with the state governments
of the Federal Republic to
ensure a solid majority for
the measure. Last year, a
similar law was rejected by
the Bundesrat (upper
house) which is composed of
representatives of the fed-
eral states, on grounds that
it was too vague and could
have a negative impact on
historical research.
Existing laws allow pri-
vate individuals to sue per-
sons who deny the
Holocaust.

Attacks on IDF
in S. Lebanon

TEL AVIV (JTA) — A
military spokesman re-
ported four separate attacks
on Israel Defense Force
soldiers in south Lebanon
Sunday. There were no
casualties.
Meanwhile, three Israeli
soldiers were seriously
wounded in southern Leba-
non when fire was opened
on a patrol from the side of a
road south of the Zaharani
River.
In other incidents in the
Sidon area, a mine went off
under an armored person-
nel carrier and a grenade
was thrown at an Israeli
convoy. There were no
casualties in either of the
incidents.

Schindler Hits
Reform Bias

NEW YORK (JTA) —
Rabbi Alexander Schindler,

president of the Union of
American Hebrew Congre-
gations (UAHC), has
criticized Reform congrega-
tions that "judge the eligi-
bility of a rabbi they wish to
engage first and foremost by
the fact of whether he or she
does or does not officiate at
mixed marriages."
Schindler included his
criticism in his president's
report to the 1983 UAHC
convention last November
in Houston.

strongly committed world
Catholics to religious lib-
erty and improved
Catholic-Jewish relations.
With this breakthrough
in Vatican-U.S. relations
after 116 years, Jews have a

breakthrough — the Vati-
can's establishing of dip-
lomatic relations with the
sovereign state of Israel.

From the point of view of
church-state relations,
there is ground for legiti-
mate differences. Many
Protestants joined by the
American Jewish Congress
view the Holy See as an in-
tegral part of the Roman
Catholic Church; thus the
U.S. diplomatic recognition
of the Vatican is perceived
as a violation of the First
Amendment. But there is a
substantial body of schol-
arship — most notably, the
study "Vatican Diplomacy,"
which makes the case that
both historically and
theologically, the Holy See
is a "secular" arm of the
Vatican conceived as a sov-
ereign state.
