Shayovich described as "medically frail" those el- derly persons whose physi- cal problems require some kind of outside help so they can maintain themselves in their homes. Some are in wheelchairs or unable to leave their beds. Most are shut-ins who cannot per- form without help such out- side tasks as shopping and keeping appointments. Cohen said that if they com- plete those tests suc- cessfully, they get a home attendant certificate. Eligibility of Medicaid re- cipients for home attendant is determined by the HRA department of General So- cial Services (GSS) and then they are referred to FAS, which assigns the patient to the nearest home attendant agency available. JERUSALEM — Some critics object to artificial rainmaking in Israel, say- ing it tampers with nature.
