The network called on
the youth of present-day
Germany "to oppose the
creation of this partnership
between their government
and the sworn enemies of Is-
rael and the Jewish people.
Our message to the post-
Holocaust generation of
Germany is clear: If your
professed shame at your
parents' barbarism is
genuine, you will not allow
your country to become al-
lied with a regime that
seeks to destroy the state of
Israel."

There is nothing in this
world constant, but incon-
stancy.

Siljander Cool to Reagan Plan

NEW YORK (JTA) —
Rep. Mark Siljander of
Michigan, a conservative
Republican and a strong
supporter of the Reagan
Administration domestic
and foreign policies, last
week expressed reserva-
tions over President
Reagan's September 1982
Middle East plan and
endorsed the rights of Israel
to Judea and Samaria.
Siljander, who was re-
cently on a fact-finding tour
of Lebanon, told 300 people
attending the Herut Forum
at the Roosevelt Hotel in
New York that the Reagan
Administration had sought
his support for the
President's plan. "I am a
strong supporter of
President Reagan, but I
could not endorse that
plan," he said. "If there is
anything as certain as the
dawn, as permanent as
forever, it is the Jewish
bond to the Land of Israel."
He pointed out that "history
shows that yielding land
never brings peace." He was
introduced by Detroiter Sol
Lachman.
The lawmaker, who
serves on the subcommittee
on Europe and the Middle
East of the House Foreign
Affairs - Committee, re-
minded the audience that
the Palestine Liberation
Organization was founded
in 1964, when Judea and
Samaria were still under
Jordanian occupation. "If
the PLO's goal is simply to
get Judea and Samaria,
why didn't they attack Jor-
dan? What did they want
from Israel?" he asked. "The
PLO is not interested in
making peace in exchange
for Judea and Samaria; it
wants Israel's destruction."
Siljander, a deeply
religious Covenantal
Christian, cited the Bible
as "an historical refer-
ence thousands of years
old, validating the cove-
nant God made with the
Jewish people to possess
the land. We Christians
believe that the covenant
is ours, too, and we are
obligated to help secure
God's land for the people

JERUSALEM (JTA) —
Israel's population grew to
4.1 million in 1983, accord-
ing to the Central Bureau of
Statistics. The Jewish popu-
lation grew by 1.7 percent
last year compared to 1.6
percent in 1982, while the
Arab population growth de-
creased to 2.8 percent from
3.0 percent.
About 83 percent of Is-
rael's population is Jewish
and 17 percent Arab, ac-
cording to the statistics,
which do not include an es-
timated 1.3 million Arabs in
the West Bank and Gaza
Strip.
The bureau's report also
showed that the Jewish
birthrate increased in 1983
compared to a decline in the
Arab birth rate. The Jewish
rate rose to 2.85 percent
from 2.79 in 1982, while the
Arab rate decreased to 4.65
percent from 4.97.

Although noting that his
