Times, claim that the new
_U.S.-Israel strategic
agreement includes a secret
pact calling for pressure
against Syria -to withdraw
from Lebanon.

darkly as he wrote for U.S.
News and World Report in
August 1981, former
Undersecretary of State
George W. Ball stated flatly

In recent months, he
seems to have dedicated

himself to the task of assur-
ing that dire outcome. He
has made a special point of
scolding the Reagan Ad-
ministration for the new
U.S.-Israeli agreement un-
derscoring strategic cooper-
ation and projecting a Free
Trade Area between the two
nations.

that Israel,
which
evacuated the oil-rich
Sinai at great economic
loss, never keeps its
commitments.
That failure on commit-
ments, is in Ball's opinion,
one key reason why the U.S.
should never go slumming
with a pariah nation like Is-
rael.
Furthermore, the Is-
raelis, to hear Ball tell it,
have rebuffed U.S. policy in-
itiatives with contemptuous
language, have frustrated
American efforts to bring
peace to the Middle East,
have drawn us into a
neighborhood quarrel
which is not our business,
has gone out of their way to
conceal plans from us. Nor
has Israel a right to use the
Golan Heights as a citadel
of protection against the
Arab world.
How big a world is that
Arab world? Ball puts it
thus: "The U.S. cannot con-
centrate on the wishes of
three million Israelis to the
detriment of peaceful ties
with more than 100 million
Arabs."
So what does Ball want
Israel to do? This Israel
must sit down with the
peace-loving PLO just as
the U.S. and all other par-
ties must come to the
peace table with the PLO
(which is not a sovereign
nation but a Saudi
Arabian-financed and
Soviet Union-armed ter-
rorist gang). For it was
Israel that nearly de-
stroyed Lebanon, and not
PLO warriors inviting
the destruction of Pales-
tine refugee camps by
using them for launching
attacks upon Israel.
In his great wisdom, Ball
declares that it is not realis-
tic for Israel to assert it
couldn't live next door to an
independent Palestine state
and to suggest that such a
state would be a hotbed of
Soviet influence.
Stop posturing and hec-
toring, Ball tells Israel. And
above all • stop marching
mindlessly to a different
drummer.
After- all, Israel, you are
the only democracy in the
Middle East; you are the
logical ally for the United
States. So why don't you
cool Ball's wrath by getting
out of America's way?

joined in line of American
traducers of Israel includ-
ing James Forrestal, Robert
Lovett, Loy Henderson and
J. William Fulbright (who
acknowledges that his law
firm serves Saudi Arabia
and the United Arab Emi-
rates).
An examination of the
Ball polemical mishmash
exposes strange con-
tradiction and omissions.
He minimized the impor-
tance of Israel as a nation
smaller in population
than Detroit and later
comments that "our dip-
lomacy has never ad-
justed to the fact that Is-
rael is no longer a small,
weak, beleagured na-
tion" but has become by
far the most formidable
military power in the
area."
• He weeps for the Arabs as
wanderers in Diaspora but
takes no heed of the more
than 500,000 Jews driven
from Arab nations. He ex-
coriateg Israel for attacking
its neighbors in 1956, skip-
ping over Egypt's act of bar-
ring Israeli ships from the
Suez Canal and Israel's cer-
tain knowledge that Nas-
ser, backed with Soviet jets
and artillery, was about to
try again to destroy its
neighbor.
He deliberately puts
blame on Israel for the
Six-Day War, conveniently
forgetting Egypt had block-
aded the Gulf of Aqaba, had
unleased endless fedayeen
death squads against Is-
rael's civilian population,
and had announced on
Cairo radio, a month before
Israel struck that "all Egypt
is now prepared to plunge
into total war which will put
an end to Israel."
