One of these PACs, the National PAC (Nat- PAC), has been receiving special attention from polit- ical observers because of its size and because of the visi- bility it has gained through the use of advance com- munication techniques. The Wall Street Journal reported that over 30 of these PACs were organized for the 1982 elections. Technically, the term "Jewish" PAC is incorrect as some of these organiza- tions are supported by non- Jewish contributors as well. According to the Journal article, these PACs contrib- uted over $1.6 million to candidates who were sup- portive of their views in the 1982 elections. NatPAC alone, according to Federal Election Commission re- ports, contributed one-third of this amount — $550,000. The New York Times re- ported that this made Nat- PAC the largest unaffil- iated (not connected with any parent organization) PAC in the country. In all, NatPAC con- tributed to 112 Congres- sional candidates in the last election cycle and nearly all these contribu- tions were for the maximum allowable amount, $5,000. Marvin Josephson, chairman of NatPAC, is a New York businessman. He founded the National PAC because of his belief that the forces arrayed against U.S.-Israel friendship are formidable. He argues that the most sophisticated of political operations are needed to counter the effort to discredit Israel in the eyes of Congress, the media and the American people. As evidence, Josephson cites the Arab lobby's crea- tion of a new organization, MEPARC. MEPARC in- Tunisia Guards Jews During Riot PARIS (JTA) — Tunisian police forces are guarding the Jewish quarters in Tunis and several provin- cial cities with large Jewish communities in the wake of the wide-scale riots which have left 10 people dead and scores injured. Rioting broke out Sunday when the authorities an- nounced a rise in the price of bread. Tens of thousands took_ to the streets, first in the small cities in the south, and later in the capital. Though the riots are not connected with the Middle East and Jews, the Tunisian government reportedly feared that the rioters night attack Jewish propprty and ordered as an extra precau- tion special guards on duty near the Jewish areas. fends to "educate" corporate PACs as to where their campaign contributions • should go. Richard Altman, Nat- PAC executive director, pointed out in a recent mail- ing to the group's member- ship that "for every one dol- lar we contributed, the cor- porate PACs gave $55 to candidates for Congress" in 1982. NatPAC differs from other "Jewish" PACs. It is national in scope, un- like most other PACs which concentrate on fund-raising in one local- ity. Thus, NatPAC raised four to five times as much as the next largest "Jewish" PAC in 1982. The National PAC also made a decision to recruit all types of contributors, large and small. The organ- ization borrowed a page from the national Republi- can Party by using the latest direct mail tech- niques to raise much of its income. In 1982, NatPAC at- tracted nearly 20,000 con- tributors from all 50 states. The vast majority of these individuals contributed under $50. To supplement the direct mail approach, The Na- tional PAC also purchased ads in the New York Times, New Republic, Daily Variety, the National Re- view and the Anglo-Jewish press to attract small donors. In 1984, the organization hopes to raise its member- ship from 20,000 to over 50,000 in the current cam- paign cycle. It also hopes to substantially increase the amount of money it gives to candidates for federal office.
