THE DETROIT JEWISH NEWS Friday, December 30, 1983 15 Report Says Soviet Emigration at Lowest Point in 20 Years NEW YORK (JTA) — The Greater New York Con- ference on Soviet Jewry (GNYCSJ) announced that 1,307 Jews will have emi- grated from the Soviet Union by the end of 1983, the lowest number in 20 years. Caricatures for your party By SAM FIELD call 399-1320 tant Secretary of State for Human Rights and Humanitarian Affairs El- liott Abrams announced that as of Dec. 22, only 1,284 Soviet Jews were granted emigration visas. Abrams pointed out that this represents a drop of 98 percent from 1979, when 51,320 Jews were allowed to emigrate. Herbert Kronish, GNYCSJ chairman, proj- ected the 1983 emigration total of 1,307 based on the numbers released by Ab- rams. Abrams said that this "drastic decline in Jewish emigration is clearly the result of a de- liberate Soviet policy and not the consequence of a steep deCline in applica- tions. There are hun- dreds of thousands of Soviet Jews who would leave the USSR if they were free to emigrate. "Yet Soviet authorities now publicly proclaim that the Jewish emigration Bloom 4•e Bloom Registered Electrologists Come and let us remove your unwanted hair problem and improve your appearance. Abrams pointed to alarm- ing reports of anti-Semitism in the Soviet Union, stating: "The Jewish community in the Soviet Union was targeted for annihilation by both the Nazis and Stalin. For it now to be subjected to renewed anti-Semitism, persecution and abuse is in- deed an unmitigated act of evil and deserves to be con- demned as such." The Soviet Anti-Zionist Committee, formed in 1983,, "has viciously mocked the hopes of more than 20,000 refusniks by announcing that 'almost all of the Soviet Jews who wanted to leave have left.' I have met with many Soviet Jewish refus- niks, some who have been waiting to emigrate for 10 or 15 years. This claim of the anti-Zionist Committee is a blatant lie," declared Kronish, as he held two thick computer lists con- taining the names of over 20,000 Jews who have been officially denied permission to leave the USSR. According to GNYCSJ, the situation for Soviet Jewish prisoners of con- science, of whom there are currently 19, has seriously deteriorated. Anatoly Shcharansky, who began this year on a hunger strike in Chistopol Prison protest- ing his total isolation from family and friends, is suffer- ing from a serious heart problem which requires ur- gent medical attention. Aleksander Paritsky, Feliks Kochubievsky, and several other prisoners of conscience are also seri- ously ill. In a related develop- ment, Inna Elbert of Kiev, the wife of prisoner of conscience Lev Elbert, has been fired from her job for "absenteeism," the Union of Councils for Soviet Jews has learned. Mrs. Elbert's six-week hunger strike last fall in protest of the accusations against her husband left her very ill with liver damage. Last month, she had a minor heart attack. UCSJ President Lynn Singer said, "As long as Lev Elbert remains in prison, Inna Elbert is the sole sup- porter of her family. She and her young son Carmi have been deprived of the right to survive. "The firing of Inna Elbert is obviously a continuation of the Soviets' campaign against the Elberts," said Singer, noting that thousands of telegrams are being sent to Kiev by the UCSJ and its 40 local member councils across the country in protest.
