Reserve, imposing a tariff
on imported oil to give
further incentive to conser-
vation, oil and gas explora-
tion and switching to other
available energy sources.
• Promote the develop-
ment of oil resources outside
the Persian Gulf by:
Reforming the U.S. Over-
seas Private Investment
Corporation so it can insure
political risk for oil explora-
tion and development in
Latin America; offering
bilateral long-term market-
ing agreements to those
countries that increase
their capacity for oil produc-
tion, notably Argentina,
Venezuela, Canada and
Mexico; supporting the
World Bank Energy facility
to develop resources in less
developed countries; and
modifying U.S. law so that
Alaskan ail may be ex-
ported.
• Promote the utilization
of domestic U.S. resources
by:
Providing rights of emi-
nent. domain to encourage
coal slurry pipelines so as to
lower prices of domestic
coal; enacting some gas de-
regulation measures
toward common carriage of
natural gas so there is a bet-
ter match between producer
and consumer, so there are
no restrictions on the end
use of gas, so producers will
ultimately have prices con-
strained by competition;
continuing the acceleration
of the outer continental
shelf leasing program and
the review of coal leasing
policy; supporting long-
range technology develop-
ment programs to provide
tomorrow's energy from
shale, coal and nuclear
fuels; reforming electric
power regulation to a
regional rather than a state
basis so as to obtain a better
match between generating
facilities - and their
"natural" load.
Also, encouraging the use
of coal and nuclear-based
electricity, where economic,
to decrease the use of im-
ported fuels in commercial
and residential establish-
ments; examining the
feasibility of federal or state
intervention to complete
domestic utility plants
where individual utilities
no longer have this capacity
and where it would be in the
national interest; support-
ing technology applications
programs to accelerate the
use of coal — burned cleanly
— in the industrial, rail and
marine sectors of the
economy.
American Jews should
want the world to be inde-
pendent of OPEC price and
supply manipulations be-
cause of the dreadful effect
this cartel has had on world
economies and particularly
because of the leverage it
has provided Persian Gulf
countries to damage the
viability of Israel.
