He said the participants sang songs and exchanged Hanuka "gelt." One Jewish soldier exchanged quarters with him, the only money she had with her at the time. Goldstein said he saw some significance in the fact that the services were held in the Cuban compound, in that it formerly symbolized anti-religious forces and had now been turned into a place of worship. On the eighth day of Hanuka, Goldstein said he was walking near a building where a 19- year-old Jewish soldier was manning his post. The youth called out to him and Goldstein wished him a happy Hanuka. The young soldier didn't realize it was Hanuka. Goldstein provided him with a menora and candles and tefilin. The youth put on the tefilin, something he told Goldstein he had not done since his Bar Mitzva. Goldstein told the JTA that he hopes to organize Grenadians living in Brook- lyn to ship clothes to the Caribbean island. He said that while he was in Gre- nada he observed kosher dietary laws by bringing some food with him from the U.S. and also eating local fruit. The American diplomat was in Cairo Sunday. Rumsfeld met with Pre- mier Yitzhak Shamir and Defense Minister Moshe Arens. He reportedly sought an Israeli promise not to interfere with the evacuation of Palestine Liberation Organization chief Yasir Arafat and 4,000 of his men from Tripoli in northern Lebanon. A Foreign Ministry spokesman said before Rumsfeld's arrival in Jerusalem that Israel had not guaranteed safe conduct to Greek ships expected to begin. the PLO evacuation. Rumsfeld made no state- ments to reporters after his meeting with Shamir, say- ing that any comment might "hurt the cause." German Tourism to Israel Rising BONN (JTA) — German tourism to Israel, which dropped sharply last year, is rising again and there is a good chance that the down- ward trend may be re- versed, according to Eli Noy, director of the Israel Government Tourist Office in Frankfurt. He reported that 17,000 German tourists went to Is- rael in October, up 17 per- cent from the same month last year. The figure for all of 1983 is expected to be 108,000, compared to 107,500 in 1982. Tourism from other coun- tries to Israel also fell last year but the decline from Germany was steepest. Un- like the United States, Britain and France, Ger- many has few Jewish tourists to send to Israel. Jews are' the only tourists who will travel to Israel in times of political strain and image problems. Lubavitch Hasid, entered the army seven years ago. He is now with the New York National Guard and was called up on assign- ment for the Hanuka holi- day to assist soldiers of the 82nd Airborne Division. In civilian life, Goldstein is chairman of the Commu- nity Planning Board No. 9 in Brooklyn and also works for the Bureau of Emer- gency Housing Services, a relocation operation. Goldstein was also in- volved in the legal action against the army to permit a Lubavitcher Hasid, who went to medical school at the army's expense, to wear a beard and skullcap during his three-year commitment to military service as a doc- tor. The legal action, initiated by the National Jewish Commission on Law and Public Affairs (COLPA), was dropped after the army yielded on the issue last summer. Rumsfeld met with President Hosni Mubarak for two hours in Cairo Sun- day, mainly to allay Egypt's concern over the U.S.- Israeli military and eco- nomic agreements reached at President Reagan's meet- ings with Shamir and Arens in Washington earlier this month. Mubarak was quoted as telling reporters after meet- ing the American envoy that Rumsfeld's explana- tion of the U.S.-Israel rela- tionship was "convincing" to "a certain extent." He added, "We will still ex- change views." Israel Denies Levy Met With Hussein in Paris JERUSALEM(JTA) — Government officials flatly denied an Israel Radio re- port that Deputy Premier David Levy met with King Hussein of Jordan in Paris. Knowledgeable sources here dismissed the report as highly unlikely. The report originated with the state-owned radio's Paris correspondent after Levy, who was in the French capital for a meeting with President Francois Mitterrand last week, abruptly cancelled plans to return to Israel to attend the weekly Cabinet meet- ing. He also cancelled, on short notice, an interview on Radio Monte Carlo. The latter said it was told that Levy had been called to an important political meet- ing. Levy gave no reason for his change of plans.
