creasing phenomena of ra-
cism" in Israel.

The new cuts in Israel's
budget will not, as had prey-
iously been reported, force'
the closure of the Ulpan
program of Hebrew lan-
guage courses, according
Absorption Minister Aha-
ron Uzan.
Last month's statement ,

try that all funds for Ul-
panim in absorption cen-
ters, kibutzim and other lo-
cations would be eliminated-1
attracted criticism from the
Knesset and the World
Zionist Organization
among others. The Ulpan
program offers intensive in-
struction in Hebrew to
