Tax Information — 224-3560 SECOND HALF DUE January 15, 1984 Stanley Gruszkowski Treasurer City of Detroit Feelings Targets of Israeli Media Censors NEW YORK (JTA) — A study just released here charges that "pervasive" Is- raeli censorshop of Arab publications on the West Bank is not aimed only at breaches of security but primarily "to eradicate ex- pressions that could foster Palestinian nationalist feel- ings" or deny "Israeli na- tional legitimacy." The study, sponsored by the New York-based Fund for Free Expression, was undertaken by Meron Ben- venisti, a former deputy mayor of Jeruslaem and currently director of the West Bank Data Base Proj- ect. The Fund for Free Ex- pression is a voluntary non-governmental body which also maintains the Helsinki Watch and the American Watch. It is not affiliated with the Washington-based Com- mission on Security and Cooperation in Europe which monitors compliance with the human rights pro- visions of the Helsinki Final Act. HURRY FOR BEST SELECTION! notes that Israeli censor- ship "mirrors the larger struggle between Pales- tinians and Israeli's in which "both sides view words and ideas as pow- erful weapons." According to Benvenisti, "Israeli censors attempt to prevent the publication not only of the supposed na- tional security secrets and the ideological tracts that are the targets of censors everywhere; nor is such censorship the main point," the study observes. "Rather, the primary con- cern is to eradicate expres- sion that could foster Pales- tinian nationalist feelings, or that suggests that Pales- tinians are a nation with a national heritage. Con- comitantly, expression de- nying Israeli national legitimacy, or imputing be- havior to Israeli officials that suggest illegitimacy, is eliminated by the censor." As examples of censor- ship aimed at denying Palestinian national ex- pression, the study notes that Israel censors prohibit such items as a death notice for a Palestinian which as- serts that a family "in the homeland and the Diaspora mourns" his passing. Also prohibited are items reporting that neighbors "distributed gifts to the mothers of martyrs" and helped re- build "a home which was destroyed by Israeli authorities." Benvenisti says censor- ship rules out even a line in an Arab newspaper report- ing that "the Israeli authorities released the day before yesterday three resi- dents from Arrabeh in the Jenin district." That line indicates that Israel main- tains its control over the occupied territories by coer- cive measures and thereby could be thought to deny the legitimacy of the occupa- tion, the study notes. But, Venvenisti reports, Arab editors play what they themselves describe as "a game of cat and mouse with the censor." According to the study, "The Arab press attempts to assert that which the censors would prohibit." It is a "mobilized" press and "Arab editors, with no exceptions but with varied emphasis attempt to express Palestinian nation- hood and to question Israeli legitimacy." On the other hand, Is- raeli censorship "is per- vasive." Arab editors must submit to the censor all material for publica- tion including photo- graphs, advertisements and crossword puzzles. Of-1,077 items in English submitted by one news- paper in 1982, 367 were prohibited entirely and another 214 were par- tially censored. The cen- sor may close a news- paper at a moment's notice, as has been done frequently, Benvenisti asserts. His study also deals with book censorship. While at present no well known work of literature is prohibited on the West Bank, the list of prohibited books "includes every work that expresses or that arouses Palestinian national feelings." This em- braces more than 1,600 ti- tles, the study reported. Another three houses be- longing to Arabs who con- fessed to terrorist activities but which did not lead to loss of lives were sealed off. Among the houses de- stroyed were those of the al- leged murderers of yeshiva student Aharon Gross in Hebron la.st July.
