EEC Document Urges Israel
to End Its Settlement Policy

Rental Subsidies
to Continue

PARIS (JTA) The Euro-
pean Economic Community
(EEC) has drafted a joint
document calling on Israel
to abandon its West Bank

JERUSALEM (JNI) —
The Jewish Agency will
continue to subsidize the
apartment rental costs of
some 15,000 immigrants
living in Israeli absorption
centers even though an in-
crease in the tenant's por-
tion of the rent has been
authorized by the agency.
Currently, the tenant's
portion of the rent for a
three-bedroom apartment
in an absorption center is
approximately $40 per
month. The amount of the
increase has yet to be de-
termined by the agency.

Palestinian people to self-
determination, with all that
this implies." The heads of
the 10 member-states are
meeting in Athens for their
annual summit conference.
The draft document pre-
pared by the 10 EEC foreign
ministers expresses
Europe's "deep preoccupa-
tion" with the Middle East
situation and says that the
hopes raised by the Fez dec-
laration of 1982 and
President Reagan's peace
plan have come to nothing.
The document says a new
initiative is needed and im-
plies the 10 might at one of
their future conferences
issue a new joint policy
statement.
The document says the
10 are "particularly con-
cerned with the tragic
situation in Lebanon"
and calls on all con-
cerned to respect the
Sept. 25 cease-fire.
Meanwhile, radio reports
from Athens say Italian
Premier Bettino Craxi indi-
cated after a meeting with
French President Francois
Mitterrand that Italy might
have to withdraw its con-
tingent from the multina-
tional force based in Beirut.
There are 2,000 Italians in
the 5,500 member four-
nation force.
The Italian premier told
Italian reporters, "Our
situation is different from
that of the other partici-
pants as we (Italy) have no
viable military deterrent."
Several political parties, in-
cluding Christian Democrat
members of the Italian coal-
ition government, have ex-
pressed serious misgivings
about the recent escalation
of fighting in Lebanon
which is, they said,
endangering the safety of
the Italian troops.

`Hanuka Wagon'
Vandalized
in Chicago

NEW YORK (JTA) — A
"Hanuka Wagon" was van-
dalized in Highland Park;
Ill., an affluent predomin-
antly Jewish suburb of
Chicago and many mem-
bers of the community sus-
pect anti-Semitic intent, ac-
cording to Rabbi Yosef
Schanowitz of the North
Suburban Congregation
Lubavitch.
The incident occurred
Friday night when the ve-
hicle, a 1977 station wagon
decorated with a four-foot
wooden menora and other
Hanuka symbols was
parked, with police permis-
sion, on a city-owned park-
ing lot in the downtown sec-
tion.
Rabbi Schanowitz said
the windshield, headlights
and rear-view mirror as
well as the menora were
badly damaged. There were
no anti-Semitic slogans or
graffiti but at least one
ranking police officer sus-
pects that anti-Semitism
was a motive, Schanowitz
said.
