It came about as a result of lobbying carried out by New Jewish Agenda. • The CJF tabled a stronger resolution opposing Jewish settlements on the West Bank. "Israel could build on the gains it made at Camp David by refraining from actions such as the con- struction of settlements which lead toward the in- corporation of the West Bank into Israel proper," read the resolution prop- osed by delegate Louis Smerling of Minneapolis. All local federations will be advised to discuss the West Bank issue during the com- ing year, according to De- troiter Martin Citrin, presi- dent of CJF. "I personally feel that the settlements in the heavily populated Arab areas are an obstacle to peace," said Esther Leah Ritz, national vice president of CJF and president of JWB, who suggested tabling Smerl- ing's motion. "This is an issue on which the Jewish community is very deeply divided both here and in Is- rael," she said Jewish community concern about the set- tlements was further evi- denced by a "Call for a West Bank Settlement Freeze" signed by more than 5,000 American Jews, including Nathan Glazer, Nobel Laureate George Wald, Ira Silver- man and over 60 rabbis including Roland Gittel- sohn and David Wolf Sil- verman. The call was also spon- sored by New Jewish Agenda, which will present it and the signatures to the president of the CJF. It was published in Atlanta's Jewish newspaper, South- ern Israelite. New Jewish Agenda also sponsored a special meeting at the CJF at which Haim Ramon, Labor Party Knes- set member, spoke on "The Future of the West Bank and Its Impact on Israeli Society." "All those who want Is- rael to stay Jewish and democratic are opposing the de facto annexation of the West Bank," said Ramon. "If the government gives the Arabs of the West Bank political rights, they will dominate 30-40 percent of the Knesset. If the govern- ment does not give them rights, then we will not be any more a democratic state."
