NEW YORK — Ten years
after the Arab oil boycott of
the United States and the
first doubling of oil prices,
OPEC no longer dominates
the international market,
reports the new issue of
Petro-Impact, quarterly
publication of the American
Jewish Committee's Insti-
tute of Human Relations.
Nevertheless, Petro-.
Impact adds, without ongo-
ing efforts to continue the
diversification of oil
supplies and develop reli-
able alternative energy
sources, many experts
foresee continued U.S. de-
pendence on Middle East
oil.
According to the publica-
tion, over the past few years
world demand has fallen,
and new suppliers have en-
tered the market.
"Although opinions
vary," it asserts, "most
analysts agree that these
forces will hold 'oil prices
at current levels for the
next few years, helping to
strengthen economic re-
covery in the U.S. and all
industrialized coun-
tries."
But all predictions of
adequate supply at reason-
able prices, the publication
emphasizes, are contingent
upon maintaining the
status quo. It points out that
experts continue to warn
that the United States re-
mains vulnerable to serious
economic disruption if
foreign oil supplies are even
partially cut off. This is
especially crucial because
OPEC holds 67 percent of
the world's oil reserves,
mostly in the Middle East.
Turning to the impact of
falling oil prices on Arab oil
producers, Petro-Impact
states that even the weal-
thiest Arab states are be-
ginning to feel the effect.
"Plummeting revenues,"
it declares, "have made in-
vestible surplus a thing of
the past, and government
planners in the Persian
Gulf kingdoms must now

1948 Decision
NEW YORK — Laura Z.
Hobson, noted author of the
highly acclaimed novel
"Gentlemen's Agreement,"
has told the JWB Jewish
Book Council that she now
regrets not accepting the
national Jewish Book
Award when the council
offered it to her in 1948.
Ms. Hobson, now 83, was
interviewed for the current
issue of Jewish Book World,
a council publication, by
Esther Nussbaum. The in-
terview was excerpted for
the fall, 1983 issue of JWB
Circle magazine.

for U.S. and Arab World

velopment projects, in-
creased military spending,
foreign aid and overseas in-
vestment."
The primary purpose
of Arab government in-
vestment, according to
Petro-Impact, was to
generate the highest pos-
sible income for spending
needs at home and to pre-
serve capital. Now, it
says, some countries may
decide not to roll over
their securities as they
mature and to repatriate
investment income in-
stead of reinvesting it.
"To maximize revenues,"
the publication asserts,
"Arab financial managers
are likely to make signific-
ant changes in their West-
ern portfolios."
