Netanyahu, deputy chief of
Israel's Mission to the Un-
ited States, called on an au-
dience of more than 200
people in Hewlett, N.Y. last
week to "come home" to Is-
rael.
Speaking at a forum
sponsored by the Israel
Aliya Center and the North
American Aliya Movement,
the Washington-based dip-
lomat said, "No other gen-
eration in history has been
given what our generation
was given: the ability to ful-
fill the dream of ages, to
change and strengthen the
force of our history .. .
Israel-Lebanon Pact Details
WASHINGTON (ZINS)
— The security agreement
signed May 17 by Israel and
Lebanon mandated an Is-
raeli troop withdrawal from
Lebanon and placed strict
limits on the deployment of
Lebanese troops and arms
in the south of the country.
The agreement, which
had been drawn up through
the mediation of the United
States, had been approved
on the previous day by the
Lebanese and Israeli parli-
aments. It was to take effect
only when Syrian and
Palestinian troops left
Lebanon.

Though it was not a for-
mal peace treaty, a pream-
ble stated, "The state of war
between Israel and Lebanon
has been terminated and no
longer exists." The provi-
sions allow the Lebanese
Army to station two
brigades in the southern
security zone, each with its
normal armaments of 40
tanks, 18 towed 155-
millimeter artillery pieces,
39 mortars and 30 anti-tank
weapons.
Anti-aircraft or ground-
to-sea missiles and radar
that could search Israeli
territory were banned.
The Israeli Army was
to withdraw within eight
to 12 weeks of the treaty's
taking effect, after which
Israel could continue to
operate in southern
Lebanon in a maximum
of eight "Joint Supervis-
ory Teams," or joint pat-
rols, and at two 24-hour
liaison centers. These
patrols, part of a system
of close cooperation
mandated between Is-
raeli and Lebanese
forces, were to operate
for two years under
Lebanese command but
making decisions jointly,
after which time either
side could terminate
them at 90 days notice.
The pact called for
negotiations to begin within
six months on the "move-
ment of goods, products and
persons" across the
Lebanese-Israeli border.
