The security forces are
also believed to be responsi-
ble for political killings of
selected individuals or
groups and to have assassi-
nated several opponents of
the government abroad, the
report says.
It cites six cases of mass
political killings alleged to
have been carried out by the
authorities between March
1980 and February 1982.
They include the reported
killing on June 27, 1980 of
between 600 and 1,000 in-
mates of Palmyra Prison
suspected of belonging to
the banned Muslim
Brotherhood.

The report refers also
to thousands of killings in
February 1982, when the
authorities announced
that their forces had
crushed an uprising in
the town of Hama. Ac-
cording to various esti-
mates, between 10,000
and 25,000 people are re-
ported to have died be-
fore order was re-
established.

Amnesty International
says it has not been able to
investigate fully the precise
circumstances of the alleged
mass political killings but
expresses concern about
"the pattern and increasing
number of such reports" and
calls on the Syrian govern-
ment to institute impartial
investigations into the inci-
dents.
Amnesty International
submitted a memorandum
to the Syrian government in
April, outlining immediate
steps needed for the protec-
tion of human rights. The
organization said it was
ready to send a delegation to
Damascus to discuss these.
The government has not re-
sponded to the memoran-
dum and its London Em-
bassy told Amnesty Inter-
national in June that an
early date for a visit "cannot
be foreseen at the moment."

Israeli servicemen, we may
ask: Who would benefit if
Western forces were pushed
out of Lebanon, indeed out
of the Middle East al-
together? They are Syria,
and, looming behind it, the
Soviet Union.

"Syria has repeatedly
demanded the ouster of
`United States and
NATO' forces. Besides
local proxies, Syria has at
its disposal fanatical Ira-
nians deliberately im-
ported for suicidal mis-
sions.

"Damascus has both mo-
tives and means to wage a
systematic campaign of ter-
rorism — in fact, long ex-
perience in doing so.
"Yet some continue to
promote a 'deal' with Syria.
By giving President Hafez
al-Assad what they claim he
wants from Israel (the
Golan Heights), he would
