Official Visits Israel JERUSALEM (JTA) — A high-ranking British offi- cial was warned of Syrian plans to dominate the region, and he in turn warned his Israeli hosts that the present "stagna- tion" of the peace process in the Middle East posed the danger of a new conflict. Richard Luce, Minister of State at the Foreign Office responsible for Middle East policy, said at a dinner in his honor last week that both Britain and Israel should be deeply concerned by the lack of movement toward peace. Stagnation leads to frustration and frustration could lead to vio- lence, he said. Luce said that while Brit- ain would not preach to the parties, it would try to help them move ahead through negotiations. He agreed with the Israelis that negotiations were the only way to make progress. Third Temple FOR PARTIES & SOCIALS IRVING TASCO Foreign Secretary Lord Carrington was in Jerusalem in the spring of 1982. Israeli officials expressed hope that his visit foreshadowed closer relations. between the two countries in the future. Luce agreed, say- ing such high-level talks should become "routine, not extraordinary." At his meeting with Pre- mier Yitzhak Shamir, the latter contended that Syria's obduracy in Leba- non did not stem from tacti- cal considerations but was part of its far-reaching plans to dominate the region and its unswerving rejection of Israel's right to exist. According to Shamir, Damascus dreams of a "Greater Syria" embracing Lebanon and Jordan. He said the presence of the multinational force in Be- irut — to which Britain con- tributes — was vitally im- portant but in the final analysis, the multi-national force would not defend Lebanon from Syrian occu- pation. Luce also met with De- puty Foreign Minister Meir Ben-Yehuda and Defense Minister Moshe Arens. He said that differences had surfaced with the Israelis in the course of their talks, JERUSALEM (ZINS) — Rabbi Haim Druckman, a member of the Knesset and leader of the National Reli- gious Party, believes that the Third Temple will be built on the Temple Mount in the near future. According to Amos Alon, an Israeli journalist, there is close collaboration be- tween Jewish fundamen- talists in Israel and Chris- tian fundamentalists in the U.S. to rebuild the Temple. JERUSALEM (JTA) — The West Bank military government prevented two prominent Palestinian leaders from meeting with visiting British Minister of State Richard Luce as Is- raeli authorities took tough measures to squash demon- strations in the territory linked to Balfour Day on Nov. 2. Bassam Shaka, the de- posed mayor of Nablus and Haidar Abdul Shafi, a leader in the Gaza Strip sympathetic to the Pales- tine Liberation Organiza- tion, were barred from a meeting Luce had with two other Palestinian notables, Mayor Elias Friej of Bethlehem and Anwar Nusseiba, a former Defense Minister of Jordan who heads the East Jerusalem Electric Corp. Shaka was reportedly stopped by border police on the way to Jerusalem and forced to return to his home in Nablus. The military govern- ment offered no explana- tion. The Defense Minis- try later told the Jewish Telegraphic Agency that it opposed the inclusion of "extremist militant elements identified with the PLO" in any process of a dialogue which might strengthen the position of those elements. Shaka's attorney, Felicia Langer, charged in a letter to Defense Minister Moshe Arens that the former mayor was being kept under house arrest as his home is under 24-hour guard. SS21 Threat JERUSALEM (ZINS) — Gen. Ahud Barak told a radio interview that Rus- sian SS21 missiles in Syria pose a threat to military de- pots and airfields in north- ern Israel. "Though the SS21s can be neutralized relatively eas- ily by Israeli aircraft and ground-to-ground rockets, they pose a serious problem for military planners," the general said. Little Support STOCKHOLM (ZINS) -- On the eve of Yasir Arafat's recent visit to Stockholm a Swedish poll showed Swedes favored Is- rael by 25 percent, the PLO 15 percent, 60 percent said they were neutral.
