UN Draft Resolution Condemns Israel
for 1981 Attack on Iraq Nuclear Reactor

The draft asked that
the Israeli attack be in-
cluded again in the
agenda of the next Gen-
eral Assembly in 1984.
The draft also expressed
appreciation for the re-
port by the Secretary
General, which was sub-
mitted to the General As-
sembly, on the work of a
group of experts who
looked into the conse-
quences of the Israeli at-
tack.

No vote was taken on the
draft.

The draft also demanded
that Israel cease any
further threat to Iraqi nu-
clear installations and
called on the Security
Council to consider what
measures could be taken to
deter Israel. It called for the
continued consideration by
the international commu-
nity of legal measures to
prohibit armed attacks
against nuclear facilities.

Ambassador Yehuda
Blum of Israel, who ad-
dressed he Assembly, said,
"Israel rejects the draft
resolution in its entirely
and calls upon all states to
join us in opposing it for the
sake of this organization's
future and of peace in the
Middle East."
Referring to the report of
the group of experts, Blum
said that it tendentiously
presented Iraq as a vic-
timized and underde-
veloped peace-loving nation
which was prevented from
achieving its economic and
social progress because of
the Israeli attack.
That, Blum noted, stood
in absolute disproportion to
the enormous economic
burden of the Iran-Iraq war.
He said it was preposterous
that a group of experts
should forget that largely
self-induced dissipation of
resources.

Israelis Injured
in Lebanon

TEL AVIV (JTA) —
Three Israeli soldiers were
slightly wounded when an
explosive charge detonated
near their vehicle on a road
in south Lebanon east of the
Zaharani River.
Concern is mounting,
meanwhile, over the fate of
the six Israeli soldiers held
prisoner by the Palestine
Liberation Organization
because of renewed fight-
ing between PLO dissidents
and forces loyal to Yasir
Arafat.
Defense Minister Moshe
Arens reiterated that Israel
holds the PLO and its lead-
ers directly responsibile for
the safety of the Israeli
POWs.
Reports from Beirut said
fierce fighting broke out
near Tripoli in northern
Lebanon between pro-and-
anti-Arafat elements of the
PLO, the latter aided by
Syria. The Syrians were
said to be pounding residen-
tial areas of Lebanon's sec-
ond largest city and nearby
camps with GRAD and
other missiles.

Yitzhak Navon recently
pointed out that when he
was born in Jerusalem 61
years ago there were only
60,000 Jews in all of Pales-
tine.
Today there are 3.3 mil-
lion Jews in Israel.
