American Jewish Congress
and three Methodist minis-
ters have charged in federal
court that a law designed, to
encourage adoption and dis-
courage abortion among
pregnant teenagers violates
the Constitutional doctrine
of church-state separation.
The legislation, known as
the Adolescent Family Life
Act, was passed in 1980. It
provides funds to social
service and counseling
agencies for the specific
purpose of discouraging
pre-marital sex among
young people and persuad-

In their suit, filed by the
American Civil Liberties
Union in the U.S. District
Court in Washington, D.C.,
AJCongress and the
Methodist clergymen claim
that by prohibiting grants
to organizations or pro-
grams that advocate abor-
tion the act favors one reli-
gious view over another.
Such a policy violates the
Constitional requirement of
church-state separation,
the suit argues.
The legislation, also
known as the "chastity
Wis. Hebrew

act," does allow abortion
counseling or referrals to
an abortion clinic - but
only when such counsel-
ing is specifically re-
quested by an adolescent
or her parent. However,
Jacqueline Levine, chair
of AJCongress' govern-
ing council, who an-
nounced the filing of the
suit, said that by funding
only those counseling
programs that do not
normally offer informa-
tion about abortion, the
federal program "is using
financial pressure to es-
tablish official religious
beliefs in the U.S."

MADISON, Wis. - The
University of Wisconsin at
Madison is the home of the
oldest and largest Hebrew
and Semitic studies corres-
pondence program in the
world.
Begun in 1956, the prog-
ram has grown from two
courses and a few students
to 16 regular courses and
more than 200 students for
the current school year.
More than 6,000 students
have taken Hebrew and
Semitic studies correspon-
dence courses since the
program began.
The program was de-
veloped by Menahem Man-
soor. Prof. Mansoor de-
veloped, wrote and taught
the first course with a
$75,000 grant from the Wis-
consin Society for Jewish
Learning.
Prof. Mansoor recalls
that many students who
began their study of Heb-
rew through the program
later enrolled at the uni-
versity to major in the
field. One student, from
Illinois, took his first
course through the cor-
respondence program,
came to Madison and
earned both a bachelor's
and master's degree in
Hebrew and later earned
a doctorate in Middle
Eastern Studies at John
Hopkins University, ac-
cording to Prof. Man-
soor.
Because the extension
program has become so
highly regarded nationally,
several colleges that do not
offer Hebrew studies on
their campuses now allow
students to use the corres-
pondence courses to fulfill
their language require-
ments.
