Mustafa Dodin, founder and chairman of the Feder- ation of Village Leagues of the West Bank, resigned last month — another casu- alty of the war in Lebanon and the subsequent resig- nations of Ariel Sharon as Defense Minister and Menahem Milson as Civil Administrator in the West Bank. (The Civil Adminis- trator serves under the Military Governor who is under the Defense Minister, so Sharon was Milson's boss.) Dodin and his Village Leagues were the chosen in- strument of Sharon and Milson to organize the Arab farmers against the PLO. They were getting the short end of the stick; let's help them through the Village Leagues, said Sha- ron and Milson, and make them friends of Israel; money talks. It worked for awhile in a limited fashion. At least some villages were helped. In the Hebron District, 50 miles of village roads were built, 24 schools were estab- lished, electricity was brought into several vil- lages and a project to supply water to 16 villages was under construction. And some mass meetings were held under the slogan of "Yes to Peace" with Israel. One meeting last November in Hebron was attended by 2,000. The Jerusalem Post headed its report of this meeting: "Village 'Leagues Become a Serious Force." Then Sharon was re- placed by Moshe Arens. The policy of support for the Village Leagues was changed and Dodin had to go. Why did Arens cease his support? It was a matter of conveni- ence, of trying to maintain peaceful relations with all factions in the West Bank and, chiefly, it was agree- ment with American policy toward Dodin — and Arens is more attuned to Ameri- can policy than any other member of the Israel cabinet. The sad fact is that Dodin never got to first base with the State Department. Any resident of the West Bank can be received at the American Consulate in East Jerusalem — but not Dodin. When he was in Washington, several Con- gressmen tried to get him an appointment at the State Department. Not even the lowliest assistant deskman would talk to him. Here was the proverbial moderate Arab that everyone is looking for but can rarely find, a man who talks of peace, of Arabs and Jews living side by side, and no American official will talk to him. I asked an American Consul in East Jerusalem for an explana- tion. Netzer said that the re- search center will be named after Yitzhak Zuckerman (Antek) and Zivia Lubetkin, leaders of the Warsaw Ghetto uprising, who were members of the Kibutz Lohamei Haghetaot until their death more than a year ago: The children's memo- rial, Netzer said, will con- tain four units: a shrine; a section dealing with art by Jewish children; and a wing devoted to the life and legacy of Janusz Korczak, the famed educator who was mur- dered by the Nazis. There is also a plan to build an auditorium and classrooms as well as a din- ing room and coffee shop as part of the Beit' Lohamei Haghetaot Museum, Netzer said. He added that the project will cost several mil- lion dollars, part of which will be raised in Israel and part in the United States through the American Friends of the Ghetto Fighters' House. The house started as a documentation center which has expanded over the years. The house also has pub- lished more than 140 books in Hebrew and scores of books in other languages dealing with the Holocaust. Lately he has been visiting the traditional leaders of the West Bank clans. He told The Jerusalem Post that he was impressed with the caliber, on a personal if not a politi- cal level, of the men he talked to. Arens is trying to write a new chapter in the military government of the West Bank. The old chapter and Dodin had to be written off.
