German President Pays Tribute to Refugees

Discarding his prepared
German address in defer-
ence to the non-German
speaking members of his
audience, Karl Carstens,
president of the Federal Re-
public of Germany, in-
terspersed historical obser-
vations on German Jewry
with personal comments in
an informal talk in English
at the New York Leo Baeck
Insstitute last Friday. Dr.
Carstens had explicitly re-

Jewish cultural legacy, be
one of the stop-overs during
his brief visit to the United
States. His visit was oc-
casioned by the 300th an-
niversary of German immi-
gration to America.
As his theme, the West
German president chose the
impact that German Jews
had exercised on the de-
velopment and progress of
Germany, from Moses Men-
delssohn and Rahel Var-
nhagen to the galaxy of
philosophers, government
and business leaders who
contributed to Germany
right up to the arrival of
Hitler.
"Their thoughts affected
me personally. In fact the
basis for my doctoral disser-
tation was the writings of
Martin Wolff, one of the
great German theorists on
civil and international
law," Carstens said. "My
correspondence with him
extended into his early exile
years in London." Carstens
also recalled his more re-
cent preoccupation with the
poetry written by German
Jews, many of whose poems
he included in an anthology
he edited in 1982.
In his closing remarks,
Carstens dwelled on the
Holocaust and the flight
of the Jews from Ger-
many. "In speaking of
this tragedy I also want to
express my gratitude,
here and elsewhere, to
the United States which

offered an asylum to
those driven out during
the Hitler years."
Quoting Rabbi Leo
Baeck, Dr. Carstens
exhorted present and future
generations to extract a les-
son for the future from a de-
solate past. "In this I am
speaking for tlfe majority of
my countrymen. Without
wishing to deny for a mo-
ment the existence of some
ugly fringe groups in my
country, I can say confi-
dently that we, the majority
of the Germans of today,
have learned from the past
tragedy." In the name of his
government he then pre-
sented a rare print of Moses
Mendelssohn to the insti-
tute's art collection.
In introducing and re-
sponding to Carstens, Dr.
Max Gruenewald, president
of the Leo Baeck Institute,
recalled Dr. Carstens past
interest in the LBI, particu-
larly its "Yearbook." He
presented the German
president with several sig-
nificant books from the in-
stitute's publication list and
added: "These books, in fact
all the books and documents
assembled in this library,
are eloquent witnesses of
the tradition and achieve-
ments of German Jewry."
In addition to the host in-
stitution, represented by
Dr. Fred Grubel, the LBI's
executive secretary in New
York, Dr. Jacob Katz, his
counterpart from
Jerusalem, as well as many
members of the institute's
executive board and board
of directors, Dr. Carstens'
visit attracted numerous
representatives from other
Jewish organizations,
among them Curt Silver-
man of the Federation of
Jews from Central Europe,
Abraham Atik of the Na-
tional Foundation for
Jewish Culture, and Hans
Steinitz, editor-in-chief of
the Aufbau.
At a reception follow-
ing the exchange of gifts,
Dr. Carstens, scheduled
to attend a conference at
Yale University, recalled
his post-war days at Yale
Law School and quoted
Leo Baeck once again:
"Power has perished, be-
cause it defied justice. The
commandments of law have
prevailed."
