Friday, October 14, 1983 THE DETROIT JEWISH NEWS High Court Bars Revealing Arab Dollar Holdings in U.S. WASHINGTON (JTA) — The American Jewish Con- gress' two year battle with the Treasury Department in an effort to compel the department to reveal the extent of Arab dollar hold- ings in the United States was served a severe setback when the Supreme Court, without a comment, refused to hear an appeal from the Israel Still Seeks UK Oil LONDON (JTA) — Bri- tain has reaffirmed its re- fusal to sell North Sea oil to Israel following a meeting between Yitzhak Modai, Is- rael's Energy Minister, and Peter Walker, his British counterpart. However, the meeting was the first of its kind for a number of years at which the Israelis made no formal request for British oil. This is partly because of the past inflexibility of the British authorities on this issue and also because of a recent de- cision by Norway to sell Is- rael half-a-million tons of light crude over the next six months, thus lessening Is- rael's interest in a deal with Britain. the Nevertheless, British Energy Ministry said that the issue had cropped up during the 30-minute meeting bet- ween Modai and Walker. Officials said Britain adhered to its established policy of supplying oil only to members of the European Economic Community, to fellow members of the Interna- tional Energy Agency and to countries with which it has an estab- lished pattern of supply. This includes Finland but excludes Israel.. Modai said before leaving that despite his failure to make a formal request for British oil, Israel remained interested in North Sea crude oil because of the changing pattern of her oil requirements as she con- verts her electricity power stations from oil to coal. The government had con- tended that it was justified in withholding the data on the grounds that disclosure would harm national sec- urity, although the Interna- tional Investment Survey Act of 1976 requires the Treasury to collect and pub- lish data about foreign in- vestment in the United States. The AJC claimed the national security issue was merely a pretext for hiding the extent of Arab financial power and in- fluence in this country. The suit against the Treasury Departmept was brought by the Jewish or- ganization in the U.S. Dis- trict Court for the District of Columbia after the Ad- ministration rejected a re- quest for data on Arab hold- ings. At the same time, he told the monthly journal of the Labor Middle East Council, a party pressure group, that a solution to the problems of the Mideast "should include the establishment of a Palestinian state and labor must give full support to the right of the Palestinians to self-determination." Kinnock, who succeeded Michael Foot as Labor Party leader, asserted that the involvement of the PLO was a prerequisite to suc- cessful Mideast negotia- tions. He said a Palestinian state should encompass the West Bank and the Gaza Strip. He added that any peace agreement would have to include the dis- mantling of Israeli set- tlements in the West Bank and Gaza.
