He said Israel wel- comes the cease-fire re- cently achieved in Leba- non and added, "We are following the situation closely and are looking forward to the estab- lishment of conditions which will insure sec- urity and tranquility along the Israel-Lebanon border." He warned, "Under no circumstances will Israel agree to return to the state a I 1 I 1 I I of affairs which prevailed until 16 months ago, when Lebanese territory was used as a base for terrorist opera- tions against our citizens. Israel sincerely hopes and wishes to see an indepen- dent Lebanon in which a strong and stable regime exercises control through- out the country." But Blum strongly at- tacked Syria which, he charged, has broadened its involvement in Lebanon and is engaged in a direct war against the govern- ment of that country. "Pres- ident (Hafez) Assad (of Syria) — backed diplomati- cally and militarily by the Soviet Union and assisted by Palestinian terrorists — continues his ruthless oper- ations to keep Lebanon in disarray in an attempt to force Lebanon to submit to Syrian domination," Blum charged. Referring to the overall conflict in the Middle East, Blum reiterated Israel's contention that "the essence of the conflict has always been and remains the per- sistent enmity of the Arab states toward the Jewish national renaissance." He maintained that Arab enmity toward Is- rael "has been de- monstrated very clearly in the case of the terrorist organization known as mem= entimma MOM. monmammuumii the PLO ... that grouping of rival terrorist factions has always depended on the continued support of the Arab states and their allies for its existence," Blum said. international economic cooperation. Many seats in the Gen- eral Assembly hall were empty when the Israeli envoy rose to speak. Most were seats occupied by Arab delegations who make it a Blum charged that the PLO objective is to destroy the state of Israel. He ac- cused it of perpetrating "bloody atrocities which have struck at all, Jews and non-Jews, young and old, men, women and children." In the course of his speech, Blum referred to the following points: • Nuclear weapons: He said that Israel continues to support the establishment in the Middle East of a nuc- lear weapons-free zone. • Soviet Jews: Blum ac- cused the Soviet Union of continued harassment against Soviet Jews. He said Jews in the Soviet Union "are being systemat- ically denied the basic human right to emigrate and to reunite with their families in Israel." He charged that as the gates of emigration have been nearly shut in the Soviet Union, officially inspired anti-Semitism is on the rise there. • Economic cooperation: Blum said Israel is willing, within the means at its dis- posal, to make its contribu- tion to the advancement of practice of leaving whenever an Israeli dip- lomat addresses the world body. The sole exceptions were the Egyptian and Lebanese delegates who remained in the hall while Blum spoke. By DVORA WAYSMAN World Zionist Press Service The word you hear most often in Israel is "shalom" (peace). Israelis use it for "hello;" they repeat it twice for FAST FORWARD with 14 Kt Gold and Diamond Pins or Pendants "goodbye." Every Israeli — religious or non-religious — has the prayer for peace in his or her heart at all times because, in 35 years, Israel and her citizens have had to fight six wars. Yet war is anathema to Jewish teaching. Jewish sources have not dealt in great detail with warfare because, with no Jewish state for 2,000 years, the whole question was largely academic. Yet Judaism is not completely pacifist. War should be avoided, but if a nation is attacked, a war of defense is not only permitted but obligatory. This derives from the Talmudic injunction (Sanhedrin 72a): "If a person intends to kill you, be first to kill him." Revenge is completely alien to the Jewish tradition. It has always been a Jewish precept that he who destroys one life, it is as if he had destroyed the whole world; and whoever saves a life, it is as though he saved' the whole world; just as a Jewish proverb states that even a bad peace is better than a good war. It is for a very good reason that Israelis chose the word "Shalom" as their form of greeting. By repeating the word many times a day, it underscores their deep commitment to peace as the ideal way of life and their longing for the day when peace will indeed outweigh everything. Faction is the excess and abuse of party. It begins when the first idea of pri- vate interest, preferred to public good, gets footing in the heart. It is always dangerous, yet always con- temptible
