Citizens would indicate which faith they wished their donations to go to by checking off a box on their tax return. An atheist could either leave the space blank or designate his donation for "public charity," Spanish officials said. "The system . . . inter- poses the most repellent agent of the state — the tax collector — between a prac- titioner and his faith," ac- cording to Samuel To- ledano, head of the Federa- tion of Israelite Com- munities of Spain, which represents many of the Seek Counseling country's 10,000 to 12,000 Jews. "We reject any system that leads to the establish- ment of lists," Toledano said, referring to the Holocaust and the Spanish Inquisition. In the melee which erupted when Levi Wein- garten, 27, of Crown Heights, the alleged stone thrower, refused to enter the squad car because Jewish law prohibits riding on the holiday, at least nine policemen were slightly in- jured and four Hasidim ar- rested.
