partment of Energy deci-
sion not to participate in a
World Energy Conference
in New Delhi this week be-
cause the Indian govern-
ment barred Israel from at-
tending.
In a telegram to Energy
Secretary Donald Hodel,
ADL national chairman
Kenneth Bialkin com-
mended the Secretary's
statement that the "U.S.
government would not par-
ticipate in international
conferences when the host
country bars attendance by
representatives of responsi-
ble members of the com-
munity of nations."
Last October, the Indian
government also barred Is-
raeli delegates from an In-
ternational Bar Association
conference in New Delhi.
In Washington, a group
of Congressmen, led by
Tom Lantos of California
and William Broomfield
of Michigan, sent a letter
of protest to Indian
Prime Minister Indira
Gandhi, via the U.S. State
Department:
"It is with a sense of out-
rage that we learned of the
Indian government decision
to exclude Israel from par-
ticipation in the 12th Con-
gress of the World Energy
Conference. India, as one of
the few democracies in the
world, should welcome the
participation of the democ-
ratic state of Israel.
"We urgently and em-
phatically request the im-
mediate reconsideration of
this inexcusable exclusion
and the immediate exten-
sion of an invitation for Is-
rael to participate in the
conference."
Also signing the letter
were Congressmen Dante
Fascell (Fla.), Clement Zab-
locki (Wis.), Gus Yatron
(Pa.), Larry Winn (Kan.),
Michael Barnes (Md.), Ben-
jamin Gilman (N.Y.), Sam
Gejdenson (Conn.), Robert
Lagomarsino (Calif), Peter
Kostmayer (Pa.), Toby Roth
(Wis.), Robert Torricelli
(N.J.), Lawrence J. Smith
WILLIAM BROOMFIELD
(Fla.), Howard Berman
(Calif.), Harry Reid (Nev.),
Henry Hyde Gerald B.
H. Solomon (N.Y.), Mel
Levine (Calif.), Edward F.
Feighan (Ohio), Ted Weiss
(N.Y.) and Mark Siljander
(Mich.).
