He called for a total Israeli withdrawal from all Lebanese territory, because Israel's presence in that country was accomplished by an invasion. The Romanian leader added that Israel could create the conditions which would enable the Lebanese people•o attain full independence and sovereignty. According to Yediot, Shemtov responded that Lebanon's full indepen- dence and sovereignty could not be assured without the withdrawal of all foreign forces, including those of Syria and the Palestine Liberation Organization. Ceausescu reiterated Romania's view that Israel must negotiate directly with the PLO because it was the sole representative of the Palestinian people. In addition:, he said, Israel should withdraw to its pre- 1967 borders and all6w the creation of a Palestinian state. Shemtov, Yediot re- ported, replied that such a stand was a prescription for a political dead end. He said no Israeli government would agree to withdraw to the 1967 borders. The only way to solve the conflict was by direct negotiations with- out preconditions with Jor- dan and Palestinian repre- sentatives who recognize Is- rael and renounce terror, Shemtov said. Ceausescu also stated that no peaceful settle- ment was possible with- out the participation of the Soviet Union. Shem- tov said, in reply, that the Soviet's attitude toward Israel was hostile and one-sided, which pre- vented it from contribut- ing to the peace process. He said he did not believe in either a Pax Americana nor in a Pax Sovietica. • Shemtov was invited to Romania as guest of Ceausescu, who is also the secretary general of the Communist Party. In a related development, Shamir indicated that Is- rael may view favorably the participation of the Soviet Union in the efforts to achieve a Middle East peace should the Soviets renew re- lations with the Jewish state. He said this was his re- sponse to comments by Romanian officials that there can be no settle- ment in the Mideast without Soviet participa- tion. The Soviets broke off diplomatic ties with Israel after the 1967 Six- Day War. Shamir also reported on his meetings with represen- tatives of the Romanian Jewish community, said to number nearly 30,000. He said Romania's Jewish community was living a "full Jewish life." He said he was deeply impressed by the Jewish youths' enthusiasm for Zionism. Same 1,500 Jews are ex- pected to make aliya this year. The foreign minister also participated in a cere- mony in the Bucharest Synagogue ; jammed with hundreds of mostly elderly people. He told them in Yid- dish, "I bring you a hearty greeting from the state of Israel, the government and Premier Menahem Begin." His comments were often interrupted by loud applause, and the calls of "Am Yisrael Chai."
