Laws and Extends Budget Cuts An Arab community cen- ter in Dearborn was gutted by a fire early Sunday which JERUSALEM (JTA) — The Israeli government, after nearly two weeks of debate on budget cuts, fi- nally made public Tuesday a list of new economic measures to balance the na- tional budget, but most of them are still subject to ap- proval by either the Knesset Finance Committee or the full Knesset. Two of the major deci- sions are to cut back on gov- ernment financing of politi- cal parties and to reverse an earlier decision to designate the Oct. 25 municipal elec- tions a national vacation day. Officials said the two decisions should be worth three to four billion Shekels ($80 million) — equivalent to half the cuts this year in the Defense Ministry budget. A number of other tenta- tively approved steps await Knesset action. One is abol- ition of allowances for births, -unless the govern- ment can find another source of funds for this grant. Another is abolition of exemption for municipal taxes for Israelis in the armed forces. Child allowances for the first two children in a family of up to three chil- dren will be taxable, ex- cept for low-income families. The fees for water will be updated at the same rate as those for electricity. Income earned abroad will be taxable at the same rate as local income. Income taxes on irregular earn- ings, such as writers' fees and payments to artists, fire investigators termed as being of "suspicious origin." Investigators said the fire at the Arab Community Center for Economic and Social Services (ACCESS) on Salina may have been set with fuel oil in the base- ment. Four firemen were in- jured as they battled the two-alarm blaze. All were treated and released from an area hospital. The center; founded in 1971 to deal with problems faced by Arab immigrants in the Detroit area, is owned by the Yemeni .Benevolent Society. Rent and utilities are paid with a federal block grant by the city of Dearborn. The center pro- vides meals for about 150 families each day, according to ACCESS vice president Aliya Hassen.
