U.S. Report on 'Klaus Barbie Called Incomplete By CHARLES ALLEN, JR. NEW YORK (JTA) — The report released last week titled "Klaus Barbie and the United States Government" by Allan Ryan, Jr., outgoing director of the Justice Depart- ment's Office of Special Investigations, is in certain aspects an historic and remark -able document. -Yet, a close study of the 216-page report raises some disturbing questions in that it conspicuously fails to address itself to the issue, even after nearly 40 years of denial and cover-up, that Nazi war criminals and collaborators had found refuge.— and in numer- ous, provable instances, employment by goverment agencies — in this country. The report's historic value comes from the fact that it is the first official admission by the U.S. Government that it had used and protected from prosecution by an ally — in this case, France — a wanted notorious war criminal, Klaus Barbie, executioner of French Jews and resistance movement heroes during World War II. The report's documentation consists of nearly 600 declassified U.S. Army, Central Intelligence Agency (CIA) and State Department intelligence materials Targets in Many Spheres and the Public guty to Prevent Spread of Prejudices covering the period 1947-1951 when the U.S. Army's Counter Intelligence Corps (CIC) in Europe knowingly used and protected Barbie. Despite the crushing evidence that the report offers, showing the shameful duplicity of the CIC in both using Barbie and protecting him from French justice, Ryan concludes that it was perfectly "defensible" in 1947 to seek out, recruit and use Barbie. Ryan blames the then Cold War for such usage. But from a practical view, Barbie provided no intelligence of worth about Soviet activity. The Ryan report glides over this poin't of the qualitative level of the purported "value" which the CIC found in a Barbie. The catalogue, prepared by the Anti-Defamation League of Bnai Brith, also contains a wealth of supplementary material in Russian translation. Included are an article on the range and diversity of Jewish book publishing in the United States; short descrip- K2 tions of all the Jewish holidays; Jewish prayers; traditional Jewish recipes, including one for hamantashen; Jewish melodies and lyrics; a listing of Jewish Olympic medal win- mi. ners of all countries from 1896 to 1976, a multi-color fold-out 0 of the alphabet in Hebrew and Russian. According to Abraham Foxman, ADL's associate national director and head of its international affairs division, 10,000 - copies of the catalogue have been printed to accommodate the expected demand. He said a similar catalogue distributed at the _ fair two years ago "was snapped up by Soviet Jews who mobbed the exit." , Foxman said that ADL regards the display of Jewish bookS at the Moscow fair every two years as one of the most significant contributions made by the American Jewish community to the maintenance of Jewish life and culture in the USSR. "Soviet Jews demonstrated their feelings in 1981," he de- clared. Many traveled 10-12 hours and stood in long lines to see the Jewish books at the fair. i t I NEW YORK — A signed feature article on the editorial page of Wednesday's Wall Street Journal charged that the Sandinista regime's persecution of the tiny Jewish community of Nicaragua was a direct result of the ties between the Sandinistas and the Palestine Liberation Organization. Shoshana Bryen charged in her article that "Jews were singled out because the Sandinistas have been closely linked to the Palestine Liberation Organization for the past 15 years. The Sandinistas have adopted the ideology' and tactics of their PLO trainers and suppliers, and of the PLO's trainers and suppliers. The PLO is supported largely by the Soviet Union, which is currently conducting the latest in a series of intensively anti-Semitic campaigns. • Mrs. Bryen, identified as "executive director of the Jewish Institute for National Secu- rity Affairs, an unofficial liaison between the U.S. military services and American Jews," described Sandinista terror tactics used against Nicaragua's 50 Jews to hound them out of the country and illegally confiscate their possessions and synagogue. These charges had been previously documented and reported by national Jewish organizations in the United States. TANENBAUM — A Seven Arts Feature MARTIN LUTHER KING CORETTA KING The Jewish community in the United States is filled with moral anguish over whether and how to participate in Saturday's anniversary of Dr. Martin Luther King's historic march on Washington. Jewish leaders recall with appreciation Dr. King's statement in 1964, in. which he said, "As a group, the Jewish citizens of the United States have always stood for freedom, justice and an end to bigotry. It would be impossible to record the contribution that the Jewish people have made toward the Negro's struggle for freedom — it has been so great." Dr. King then,refen-ed to the rabbis and Jewish civil rights activists who were imprisoned with him, beaten, and even killed in their support of the civil rights movement. But Saturday's march has created a dilemma for Jewish leaders and for several reasons. First, in addition to the responsible sponsors of the march, there are several Arab, Marxist and pro-PLO sponsors who have been viciously anti-Israel and some even anti-Jewish. Second, the call to the conference goes far beyond civil rights concerns, and suggests the possibility that there might be unfair attacks on Israel and Jews. And finally, the march was scheduled insensitively on a Saturday, the Jewish Sabbath.
