Refusnik Hit with False
Drug Charge, U.S. Asserts

WASHINGTON (JTA) —
The State Department has
charged that Soviet
authorities have made a
false drug charge against an
imprisoned Soviet Jewish
refusnik.
State Department De-
puty Spokesman John
Hughes read a strong
statement last Friday in de-
fense of Lev Elbert, a 35-
year-old Kiev civil
engineer, who was con-
victed in May of evasion of
reserve military service.
Elbert has been refused
permission to emigrate to
Israel since 1976 because of
his military service during
1973-1975 which, according
to the Union of Councils of
Soviet Jews (UCSJ), was
spent mostly digging
ditches.
In early July, while being
transferred to a new prison
camp, Elbert was accused of.-
having sewn a bag of hash-
ish into his undershirt and
was charged with "posses-
sion of drugs for personal
use," which carries a
three-year sentence. He was
placed in a cell for five days
and was transferred to an-
other cell after staging a
hunger strike. He was then
allowed to see his wife,
Inna, their 13-year-old son,
and his father.
In a related develop-
ment, a new study by the
World Jewish Congress'
Institute of Jewish Af-
fairs reveals that the
main reason for the num-
berical decline of Soviet
Jewry during the 1970',
apart from emigration,
was the dwindling size of
the Jewish family in the
Soviet Union.
Using statistics obtained
from the 1979 Soviet cen-
sus, the study concluded
that the contracting Jewish
family "reflects the aging
population and the low re-
production rate" in Russia.
The study was authored by
Dr. Lukasz Hirszowicz,

IDF Destroying
PLO Tunnels
in Lebanon

TEL AVIV (JTA) — As

part of the Israel govern-
ment's redeployment of its
troops in Lebanon, the Is-
rael Defense Force (IDF)
Tuesday began destroying
the extensive tunnel net-
work developed by the
Palestine Liberation
Organization (PLO) and
used for the storage of mili-
tary equipment.
The IDF began work in
the Damour area south of
Beirut using hundreds of
tons of high explosives to
blow up the storage tunnels.
The extensive network of
tunnels, dug into hillsides
off the main road from Be-
irut southward, was dis-
covered as the Israeli forces
advanced north during the
initial stages of the fighting
in Lebanon last summer.
The tunnels were packed
with explosives, arms and
ammunition, and in some
cases, Russian-made ve-
hides and artillery pieces.

nated by the National Con-

ported.

Rosh Hashana
Cards Offered

The Detroit Soviet Jewry
Committee (DSJC) of the
Jewish Community Council
has prepared a Rosh
Hashana card which may be
sent to Soviet refusniks and
Jewish "prisoners of con-
science" in the Soviet
Union.
The cards, which contain
New Year's greetings both
in English and Rissian, are
available in limited quan-
tities from the DSJC, 962-
1880.

Begin Decision
on Law of Return
Protest Target

NEW YORK — The
movement of Mesorati
(Conservative) Judaism in
Israel has sent a letter to
Prime Minister Menahem
Begin protesting his inten-
tion to change -the Law of
Return to exclude from
recognition non-Orthodox
conversions to Judaism,
even those made according
to halakhic requirements.
The Mesorati movement
is allied with the United
Synagogue of America, the
congregational arm of the
Conservative movement in
North America.
The letter was sent in re-
sponse to a pledge made by
Prime Minister Begin re-
cently to the Agudath Israel
Orthodox religious faction
that he will "make every ef-
fort" to revise Israel's Law
of Return, which grants
automatic Israeli citizen-
ship to all Jews wishing to
settle in Israel.

Conference Idea
Nixed by Shamir

JERUSALEM (JTA) —
Foreign Minister Yitzhak
Shamir, in talks with
Romanian officials on a
visit to Bucharest, has re-
jected Romanian advocacy
of an international confer-
ence on the Middle East, in
which both the Soviet
Union and the United
States would have key roles,
according to reports from
Bucharest received here
this week.
Shamir argued that the
ability of the Soviet Union
to make a contribution
toward resolving Mideast
problems was necessarily
restricted by its lack of dip-
lomatic ties with Israel. The
Soviet Union and all the
Eastern bloc states, except
Romania, broke conies with
Israel at the time of the
Six-Day War.
