_Philly Teacher
Quotas Hit

NEW YORK -- A racial
quota system for Philadel-
phia public school teachers
has been challenged by
three national Jewish
organizations and a major
Polish-American group.
In an amicus curiae
(friend-of-the-court) brief,
the four organizations
called on the U.S. Third Cir-
cuit Court of Appeals to up-
hold a federal district court
ruling that a quota system
to maintain racial balance
in the school system —
through use of involuntary
teacher transfers — is un-
constitutional and illegal.
Participating in the brief
were the Anti-Defamation
League of Bnai Brith, the
American Jewish Commit-
tee, the American Jewish
Congress and the Polish-
American Congress.
