the proposed legislation —
Senate Bill No. 1059 — is
unconstitutional because it
advances religion and "will
excessively entangle gov-

activity, the bill incorrectly
equates religious practices

mittee that passage of the
bill would lead to "inevit-

The legislation, Pearl
contended, is unconstitu-
tional because it is incom-
patible with the principle of
separation of church and
state as mandated by the
Establishment Clause of
the Constitution.
