The 54-year-old Murphy, a career foreign service offi- cer, like Veliotes, was am- bassador to Syria from 1974 to 1978, having been named to that post when Syria and the U.S. resumed diploma- tic relations that had been broken by Damascus after the 1967 Six-Day War. He had previously served in Syria as an economics offi- cer in Aleppo from 1960 to 1963. Murphy, who speaks Arabic and French, ac- companied Shultz on his trip to Damascus last month. The 54-year-old Veliotes who was ambassador to Jordan when he was named assistant secretary, was also a deputy assistant sec- retary and had been deputy chief of mission at the U.S. Embassy in Israel from 1973 to 1975. This will be Murphy's fourth Ambassadorial post. He was ambassador to Mauritania from 1971 to 1974 and ambassador to the Philippines from 1978 to 1981. He was suddenly sent to Saudi Arabia in August 1981 when the then Secre- tary oT State Alexander Haig fired Robert Neumann, who had only been envoy for a few months, because of Neumann's criticism of Haig's efforts in the sales of AWACS to Saudia Arabia. Murphy also served in the State Department as coun- try director for Arabiari Peninsula Affairs, 1970 to 1971, and as assistant executive director for per- sonnel in the Bureau of Near Eastern and South Asian Affairs, 1968 to 1970. Meanwhile, Robert McFarlane, on his first trip to the Middle East as President Reagan's spe- cial envoy for that region, appears not to be having much succes's so far. One of the reasons McFarlane, deputynational security adviser, replaced Philip Habib as special Mideast envoy is that the Syrians would not receive Habib in Damascus after Is- rael and Lebanon signed their agreement for Israel's troop withdrawal on May 17. It was hoped that McFar- lane would be better able to establish a "dialogue" with the Syrians in the U.S. ef- fort to have Damascus agree to withdraw its troops and the Palestine Liberation Organization forces from Lebanon. Syrian President Hafez Assad did see McFarlane last Sunday, but gave him the same message he gave Secretary of State Geroge Shultz when the secretary made his unscheduled visit to Damascus at the end of June. The Syrians continue to reject the Israeli- Lebanese pact and de- mand that Israli troops would have to fully leave Lebanon before Syria would consider with- drawing its troops. McFarlane then went to Saudi Arabia and was re- portedly kept waiting for more than 24 hours before King Fand would see him at the Saudi summer capital of Taif. During the meeting, which began at midnight, Fand reportedly urged the unconditional withdrawal of the Israeli troops from Lebanon. Druze Release Their Captives JERUSALEM — The three members of Lebanese Christian President Amin Gemayel's cabinet who were kidnapped by Druze rebels Wednesday were re- ported turned over to the Is- raelis Thursday morning. The Israelis planned to return the three ministers to Lebanon. The kidnappers de- manded that the 10- member cabinet step down in return for the ministers' release.
