Phillips, a research scientist at the General Motors Research Laboratories has been awarded a Fulbright Fel- lowship by the United States Information Agency. Under the terms of the Fulbright appointment, Dr. Phillips will serve as lec- turer and researcher in urban studies at Tel Aviv and Bar-Ilan universities in Israel during the 1983-1984 academic year. While in Israel, Dr. Phil- lips will continue his re- search on urban transporta- tion and will lecture at the two Israeli universities on quantitative methods for evaluating public policies.
