School, the University of
Michigan, City College of
Detroit and graduated from
Detroit College of Law in
1935.

He married the former
Jean Grosberg in 1939 and
the Frankels have four chil-
dren and eight grand-

attendance from Detroit,
including Ralph Miller, who
will be installed as the new
district president.
The convention will dis-
cuss the Grass Roots Action
Network, district constitu-
tional changes, activities of
agencies including Anti-
Defamation League, Bnai
Brith Youth Organization,
Hillel and more.
There will also be pre-
sentations by Congressman
John Porter on his recent
trip to Russia and a report
by Gerald Kraft, president
of the Bnai Brith Interna-
tional. -

GM Scientist
Going to Israel
on Fulbright

Dr. Bruce A. Phillips, a
research scientist at the
General Motors Research
Laboratories has been
awarded a Fulbright Fel-
lowship by the United
States Information Agency.
Under the terms of the
Fulbright appointment, Dr.
Phillips will serve as lec-
turer and researcher in
urban studies at Tel Aviv
and Bar-Ilan universities in
Israel during the 1983-1984
academic year.
While in Israel, Dr. Phil-
lips will continue his re-
search on urban transporta-
tion and will lecture at the
two Israeli universities on
quantitative methods for
evaluating public policies.
