Those rumors were con- stantly denied by Begin's spokesmen. Only Wednes- day morning, aides an- nounced that Begin would fly to Washington on Mon- day, hold two days of talks with Reagan and top Ad- ministration officials, re- ceive a delegation of na- tional Jewish leaders in Washington, and fly home to Israel Friday morning. Begin's cancellation of the U.S. visit raised a storm of speculation in Israel over Arbitrator to Hammer Out Accord for Israeli Doctors TEL AVIV (JTA) — Representatives of the gov- ernment and government- employed doctors agreed this week that Uzi Elam, Is- rael Atomic Energy Com- mission chairman, will serve as arbitrator of the is- sues in the doctors' strike which ended earlier this month with an agreement to seek binding arbitration. Die Welt reported Sun- day, however, that ac- ceptance of the invitation does not mean that Begin will actually come to Bonn. It is protocol for the visiting head of a foreign govern- ment to invite his host to re- ciprocate. The West Ger- man authorities, preparing for Kohl's visit to Jerusalem, wanted to make sure that Begin would agree and thus avoid an affront. According to Die Welt, past experience indicated that there will be no visit here by an Israeli Premier for several years, by which time it will probably be Be- gin's successor. West German sources said Begin's readiness to ac- cept an invitation- from Kohl demonstrated that much of the damage done Bonn-Israel relations in the recent past was due to former Chancellor Helmut Schmidt's demonstrative refusal to visit Israel while he was in office, although an invitation had been ex- tended as far back as 1975. OSI Director to Step Down WASHINGTON (JTA) — Allan Ryan, Jr., the director of the Justice Department's office of Special Investiga- tions, said here that he in- tends to leave his position as head of the agency next month. The OSI is responsi- ble for investigating and prosecuting alleged Nazi war criminals. Ryan, who has served as, director of the OSI since Ap- ril, 1980, said he will leave shortly after submitting a report on his special inves- tigation into the reported connections between American intelligence and Klaus Barbie, the former head of gestapo of Lyon, France during the Nazi oc- cupation in 1942-1944. Barbie was expelled from Bolivia last February and returned to France where he now faces trial on charges of crimes against humanity. In an interview with the New York Times last week, Ryan said he felt it was time to move on and "give someone else a chance" as head of the OSI. "I don't consider myself a Nazi-hunter," Ryan said. Nazis Gain Prison Leave BONN (JTA) — The con- stitutional court in Karlsruhe has ruled that Nazi war criminals serving prison sentences are entitled to leave from prison, as are other pris- oners, regardless of the gravity of their crimes. The ruling, by the highest court in West Germany, re- versed a dec4ion by a court in Hessen in the case of two former Nazi officials who sued the state after their applications for leave were denied in 1979 because of the serious nature of their crimes. The prisoners, aged 78 and 79, are serving sen- tences of 23 and 16 years, respectively. They had been found guilty of the mass kil- ling of Jews during World War. II. The court acknowledged that complicity in crimes of the Nazi era demanded se- vere penalties but it ruled that this does not justify a denial of rights granted all prisoners under the law, COME AND BE HONORED.
