THE DETROIT JEWISH NEWS Ansar Camp Called Legal by High Court JERUSALEM (JTA) — The Israeli Supreme Court last week upheld the basic legality of the Ansar deten- tion camp in south Lebanon, where some 5,000 out of an original 9,000-plus de- tainees are still being held. The high court rejected a request by several of the de- tainees that they be recog- nized as prisoners of war. At the same time, the court held that the Fourth Geneva Convention does apply to them — and hence the court made it clear it wanted the state to enable detainees to meet with their lawyers when they sought to do so. This has not been the practice in Ansar until now. The Supreme Court's rul- ing was written by•Deputy President Meir Shamgar, who, as Judge Advocate- General and later as Attor- ney General, made a major contribution in the late 1960's and 1970's to the de- velopment of legal norms and practices governing Is- rael's behavior in occupied territories. Shamgar is con- -sidered an expert in inter- national law and especially the law of war. . U.S. Limits Planes for Gulf States WASHINGTON (JTA) — The Reagan Administra- tion said that it will not sell U.S. advanced military air- craft to any Persian Gulf state with the exceptions of Saudi Arabia and Oman.. The State Department urged the Gulf Cooperation Council (GCC) states to buy the F-X planes, the F-16/79 and F-20. "We be- lieve that these highly- capable aircraft meet the near-term requirements of these states for modern air defense fighters," the statement said. "These air- craft will allow GCC states to provide for their own de- fensive needs while lessen- ing dependence on external support for operations and maintenance." The F-X planes are speci- fically designed for export so that the U.S. will not de- plete its own stock of ad- vanced planes by selling them to foreign countries.
