MEMBERSHI • PARIS (ZINS) — King Hussein of Jordan set four conditions for his participa- tion in Palestinian au- tonomy talks last spring, according to Shimon Peres, a leader in the Israeli Labor Party. • - - During. his recent trip to France, Peres disclosed that Hussein would have joined the talks if he could have received an American guarantee that Israel would not attack Jordan or Syria; could have been assured of American pressure on Is- rael to halt settlements on the West Bank; was offered a massive supply of US. . arms; and a promise for the reduction of the duration of the autonomy process from five years to one year. New Envoy PARIS (ZINS) — Meir Rosenne, Israel's new am- bassador to Washington, was hailed as a "tough nut" by the Paris correspondent from the Hebrew newspaper Haaretz, for actions during his three-year stint as the Jewish state's ambassador to France. Rosenne "distinguished himself as a proud and splendid spokesman for his country even though his conduct was frequently not to the liking of the French regime," the paper said. 'He was often outspokenly criti- cal on radio and television of Presidents Giscard and Mit- terand for their pro-Arab policy." Broadcast Bill Is Endorsed NEW YORK — The Polish-American /Jewish- American Task Force has come out strongly in favor of the Biaggi Bill, which would establish an Office of Ethnic Affairs within the Federal Communications Commission. At a task force meeting in Chicago at which Father John Pawlikowski presided, it was agreed that Con- - gressraan Mario Biaggi's proposed "Ethnic Affairs Broadcasting Clearing House" legislation would be a useful means of dealing with "complaints and grievances regarding radio and television broacicast• programming which un- fairly depict ethnic groups."
