Resolution Critical of Israel
Defeated at ILO Conference
U.S. Denies Contingency
Airbase Built in Egypt
GENEVA (JTA) — An
Arab-inspired resolution
condemning Israeli expan-
sionism and racism in the
occupied territories failed to
pass by 19 votes in the ple-
nary of the International
Labor Organization (ILO)
conference last week.
The vote for the
draft resolution, which
also called for a halt
of ILO assistance to Israel
and a day of solidarity with
Arab workers in the ter-
ritories, was 225-8 with 186
abstentions. A minimum of
244 votes was required for
adoption. The outcome of
the voting represented Is-
rael's first victory in the

The State Department de-
nied published reports that
the United States has estab-
lished a contingency air-
base in an unpopulated part
of Egypt with 100 airmen
stationed there.
"The United States has no
forces permanently as-
signed in Egypt apart from
defense attaches and the
Office of Military Coopera-
tion," department deputy
spokesman Alan Romberg
said.
According to the report in
the Washington Post, based
on classified Congressional
testimony by a high rank-
ing Pentagon official, mili-
tary supplies worth about
$70 million are stored at the
facility and the airbase has
been used for the deploy-
ment of AWACS radar
planes and training mis-
sions.

Richard Secord, repor-
tedly told the House
Appropriations sub-
committee last February
that the base "is in the
middle of nowhere" and
thus "is a very good base
for secret operations."
But Romberg emphasized
that the U.S. "has
no base in Egypt." He re-
ferred reporters to a letter
by former Egyptian
President Anwar Sadat
dated July 1981 to
President Reagan which
stated an Egyptian offer of
"the temporary use of mili-
tary facilities in Ras Binas
for the purpose of assisting
any Arab Moslem countries
requesting such assistance
to repell armed attacks af-
fecting its sovereignty, ter-
ritorial integrity and inde-
pendence."

said the result may very
well be a turning point in
attitudes toward Israel in
the UN arena. He credited it
at least in part to the with-
drawal agreement Israel
signed with Lebanon last
month.
The American delegate,
Michael Turner, spoke
forcefully against the reso-
lution before the voting.
"Many of the countries who
support this resolution
themselves engage in re-
pressive actions and their
armies occupy foreign
states," he said. "The self-
righteous irony is clearly
evident. This resolution will
only lead to moving the
chances for peace further
away."
The Bible has been trans-

Sign Accord
BONN (JTA) — Israel
and the European Economic
Community (EEC) signed
an agreement last Friday
giving Israel access to the
Luxembourg-based Euro-
pean Bank for Investment,
?roviding commercial loans
to Israel of up to $40 million
over the next five years..
. The financial accord was
the result of the decision by
the EEC heads of
state at their summit meet-
ing in Stuttgart
last week to lift, the
sanctions imposed on Is-
rael when it invaded Leba-
non in June, 1982. Another
expected result of that deci-
sion is reactivation of the
joint EEC-Israel committee
for economic cooperation
which was suspended as
part of the sanctions.

ious locations in Egypt sup-
porting our military sys-
tems and providing training
in the use of U.S. military
equipment . . . We don't
comment on the operational
details of activities of that
sort, but the number of per-
sonnel in Egypt is not
classified."
In an unrelated develop-
ment, Romberg announced
that special negotiator for
the autonomy tlaks,
Richard Fairbanks, will join
special U.S. envoys to the
Middle East Philip Habib
and Morris Draper, when
they return to the region,
probably tomorrow. Rom-
berg said Fairbanks will be
working on the U.S. efforts
to get the Syrians to with-
draw from Lebanon.
