Prof. Hector Rubinstein has
proposed that the current
system of journal and pre-
print publication be phased
out in favor of a world-wide,
interlocked computer sys-
tem which will store scien-
tific papers for reprint on
demand.
The new system, which
this year received the
endorsement of scientists at
various international scien-
tific centers, including the
European Center for Nu-
clear Research, DESY (the
German High Energy
Physics Laboratory in
Hamburg), and numerous
other smaller institutions
in Europe and the United
States, will bring about a
major reduction in the buy-
ing, storing and retrieving
of scientific information.
An international commit-
tee charged with overseeing
the institution of Prof.
Rubinstein's scheme is now
being formed.
The new system will not
entirely replace the journal
and preprint industry, the
