1979. He currently serves as
legislative and governmen-
tal affairs director for the
Michigan Residential Care
Association, a non-profit
organization advocating on
behalf of group home pro-
viders. He will address the
meeting on "Lobbying: Our
Power in the Political Proc-
ess."
As State Representative
for the Fourth District, con-
sisting of the northwest De-
troit area, Cushingberry
served as Democratic
Majority Whip in the 80th
legislative session. During
his tenure he served on
many State House commit-
tees.
Prior to coming to the
legislature he served as
co-chairman of the Con-
cerned Citizens Council
Youth Task Force, board
of directors of the Black
Causes Association and
as a member of the De-
troit Public Schools' De-
centralization Commit-
tee.

On the national level,
Rep. Cushingberry was a
1976 delegate to the Na-
tional Democratic Conven-
tion. Throughout his tenure
in the legislature he has
been a member of the Na-
tional Conference of State
Legislators, and in 1978-

1980 he was chairman of
MCSL's urban development
committee, and member of
the fiscal affairs committee.
He has also been a member
of the National Black Con-
ference of State Legislators,
and is responsible for the
development of the
Cushingberry-Jesse
Jackson Affirmative Action
Plan for the 1980s —
through operation PUSH.
He is a member of numer-
ous civic organizations, in-
cluding former director of
the Kirwood Mental Health
Hospital and director of
Concerned Citizens Council
and Westside Citizens for
the Retarded.
Cushingberry has been
the recipient of numerous
awards, and appears in the
national publication "Who's
Who in America."
