Reagan Urged
to Change Ruling
on Reparations
NEW YORK — President
Reagan was urged this
week to order the Health
and Human Services De-
partment to stop 'from
counting as income under
social security reparations
paid by West Germany to
victims' of Nazi persecution.
Dr. Israel Kugler,
president of the Workmen's
Circle, said that although
the United States Court of
Appeals for the Ninth Cir-
cuit in San Francisco up-
held the June 14 ruling, the
Solicitor General of the
United States on in-
structions of the President
could ask the Supreme
Court to vacate it.
