LONDON — The Arab-
Israel conflict was
downgraded in priority dur-
ing the recent meeting of
"non-aligned" leaders in
New Delhi, according to a
new research report pub-
lished by the Institute of
Jewish Affairs (IJA) in
association with the World
Jewish Congress.
The report, authored by
Tony Lerman, surmised
-that the conference partici-
pants were reluctant to
.commit themseh;es to any
new strategies because the
"PLO itself has developed
no clear direction of its own
since the evacuation of Be-
irut" last summer.
Israel was censured for its

invasion of Lebanon, the re-
port said, and a decision was
made "to try Israel under
international law for the
crimes committed against
the Palestinian people." But
the summit was more con-
cerned with agreeing on
measures to alleviate the
plight of Third World states
hard hit by the world
economy, Lerman reported.
