His remarks were echoed by Leon Dulzin, chairman of the Jewish Agency and World Zionist Organization Executives, who warned that "hatred among brothers has the greatest potential to destroy us." Herzog and Dulzin ad- dressed some 800 delegates representing world Jewry. The session was presided over by Max Fisher of De- troit, chairman of the Jewish Agency Board of Governors. Mayor Teddy Kollek of Jerusalem told the As- sembly he was deeply concerned with main- taining a Jewish majority there "in order to guarantee the continua- tion of a united peaceful city." He urged the government to offer immigrants in Jerusalem the same condi- tions available to "immig- rants who settle in the ter- ritories. "Aliya to Jerusalem is no less impor- tant," he said. In that con- nection, Kollek appealed to the Jewish Agency to ensure. the continuation of Project Jerusalem, part of the Project Renewal slum rehabilitation program. Akiva Lewinsky, the Jewish Agency treasurer, announced Wednesday that the agency's board of gover- nors has authorized a reg- ular budget of $390 million for the next fiscal year and a Project Renewal budget of $62 million, a total of $452 million. It was described as the agency's first balanced budget. According to reports released by the Jewish Agency, only $450 million of the original $600 mil- lion earmarked for Proj- ect Renewal will actually be spent. Since the start of the program in 1979, 67 towns have received aid in the form of social serv- ices and social and phys- ical rehabilitation, partly financed by Jewish communities in the Dias- pora. Another 80-90 towns are targeted for assistance and 13 slum neighborhoods are about to begin receiving aid. Agency officials estimate that the 67 towns already receiving assistance will require an additional $287 million; $50 million has been targeted for 13 other towns and $120 million for 68 distressed neighbor- hoods to be added to Project Renewal over the next seven years. Habit Hovav, the ad- ministrative head of Project Renewal at the Housing Ministry, reported that the decrease in the proposed budget is due to a recent de- cision, to exclude mixed business and residential slums from the project. Hayesod reportedly claim that Kotlowitz is unsuitable "because of his inability to communicate" with Dias- pora communities. The fun- draisers generally seem to be unhappy with the way the department has been run under his leadership. Kotlowtiz may be re- placed by Eli Tavin, head of the Jewish Agency's Department for Educa- tion in the Diaspora and Kotlowitz in turn may re- - place him in the educa- tion post. Last week, the Zionist General Council ended its three-day session without agreeing on changes in the Zionist structure. The coun- cil deferred the matter until it meets again in December.
