He said Secretary of State George Shultz relied on er- roneous information when he insisted that Syria would accept the Israel-Lebanon agreement. The Syrians should have been brought into the negotiations from the out- set, Rabin declared on a television interview. According to Rabin, a Knesset member and a leader of the opposition Labor Party, he is con- cerned that as the stalemate in Lebanon continues, the U.S. will link a solution in Lebanon to wider issues such as the future status of the Golan Heights which Is- rael annexed in 1981. Meanwhile, Gen. Ehud Barak, the new chief of mili- tary intelligence, said that Syria is determined not to pull its forces out of Leba- non, but wants to avoid on all-out conflict with Israel. According to Barak, the Syrians may opt for small scale provocations such as attempts to shoot down Is- raeli aircraft over Lebanon. The exterior will be es- sentially the same size as the destroyed sanctuary and social hall. Rabbi Schnipper said the new sanctuary would seat "close to 800" with tempor- ary seats, and combined with the social hall could accommodate 1,400-1,500 for the holidays. The congregation has begun making plans for High Holiday services in September. One of the sites being discussed is the main Jewish Community Center. The lightly-damaged school wing has served as school, offices and sanctuary since the fire. Mrs. Rubinoff said the IMF Criticizes Israeli Economy JERUSALEM (JTA) — The International Mone- tary Fund (IMF) has shar- ply criticized the Israel gov- ernment's economic policy and predicted massive de- ficits for Israel by 1985 if the present policy is continued. Israel, as an IMF member, recieved the report on its economy which was classified l as confidential. But Yediot Ahronot pub- lished what it said were the criticisms. According to the news- paper, the IMF expressed doubt over the Treasury's forecasts with respect to in- flation and the balance of payments deficit. It recom- mended a speed-up in de- valuation of the Shekel and a decrease in real wages. UN Palestinian Parley Slated UNITED NATIONS — Organizers of a United Na- tions conference on Palesti- nian rights have agreed to hold their August meeting. in Geneva, despite the ob- jections of the Swiss gov- ernment. The conference, which is expected to include speeches and resolutions denouncing Israel, was orig- inally scheduled for Paris. But that locale was dropped when French Foreign Minister Claude Cheysson said he feared it might touch off anti-Semitic inci- dents in France. Jewish Leaders Meet Envoy NEW YORK — The lead- ers of 30 American Jewish organizations met in pri- vate session last week with Fakhri Saghiyyah, Leba- non's ambassador to the UN, during a 90-minute meeting at the offices of the World Jewish Congress in New York. This was the first occa- sion, after seven years in the U.S., for the Lebanese ambassador to address a Jewish body. Kaufman Library, which is being used for religious services, will be refur- bished. Books from the library were sent to a re- storer this week to be cleaned or repaired. Contents of the burned structures were stored and sorted at the Raleigh House in Southfield, and the con- gregation held a "fire sale" there last Sunday. Beth Abraham Hillel Moses has begun receiving insurance settlements for the loss of the building, fine arts and contents. Rabbi Schnipper and Mrs. Rubinoff said the congrega- tion would have to add to the insurance payments to rebuild. The synagogue leader- ship is insisting, they said, that the congregation will not get a new mortgage. The original mortgage was paid off last year on the 12-year- old building. Mrs. Rubinoff said fire investigators believe that a match or cigarette, carelessly placed in a trash receptacle near the lobby entrance to the social hall, was the source of the Jan. 18 fire. Debt Increases JERUSALEM (ZINS) — Israel's foreign debt in- creased from $18.2 billion at the end of 1981 to $20.6 bil- lion at the end of 1982 — an increase of 15_percent.
