Rosent- hal, director of ADL's Latin American Affairs Depart- ment. • Rabbi Rosenthal said that the disappearance of Carlos Alberto Bamballi is "par- ticularly shocking because. the Argentine government insists that the practice of abducting people has come to a halt." Since the military took power in 1976, thousands of persons "disappeared" in Argentina during a period of political turmoil. Some later surfaced as prisoners but most have not been found and are presumed dead.
