JTA's budget is now $925,000, and if it were boosted to $1.5 million, Kayston said, it would be able to provide a news serv- ice worthy of the Jewish papers it serves. "It would also enable us to pro- vide better coverage of the American scene." To meet its $925,000 budget this year, JTA ex- pects to receive $388,500 in allocations from Jewish federations, $175,000 in subscription and service fees and $152,000 in income from newspapers using its news and feature service. In addition, the United Jewish Appeal of Greater New York contributes $100,000 while national UJA gives $60,000. "We're not happy with that amount of money," Kayston said. "We run JTA on a very tight budget. It has always been the step- child of the Jewish commu- nity as far as support is con- cerned. When I go to Jewish communities throughout the country, everyone is aware of the importance of JTA, especially now when daily newspapers have been running biased news stories about the Middle East." JTA was founded in 1917 as the Jewish Corre- spondence Bureau by a group of Jewish leaders in Vienna who were also ar- dent Zionists. They sought, Kayston relates, to make sure that press attention would be focussed on the issue of Jewish rights in the peace treaty following the World War, a time of viru- lent anti-Semitism in Europe. In 1921 the news service begari daily cable opera- tions and moved its base to London. That same year it changed its name to the Jewish Telegraphic Agency under the direction of Jacob Landau. It moved its opera- tional headquarters to New York a year later. For the past 20 years JTA has been publishing a weekly edition of its daily news service. Although it is not written specifically for students, it is used by sev- eral hundred schools in the U.S. for current events dis- cussions, Kayston says. Until the establishment of Israel in 1948, Kayston recalled, JTA was a serv- ice primarily for non- Jewish newspapers. The shift to serving the Jewish press exclusively came when news organ- izations began to send their own correspon- dents to Israel. But Kays- ton says JTA's news and feature articles are not found elsewhere because the wire services and news correspondents in Israel do not provide as full coverage as JTA. Virtually all of the news disseminated by JTA is written by its staff of 20 re- porters around the globe. There are three reporters in Israel — David Landau, Gil Sedan and HUGH Orgel. Edwin Eytan in Paris is chief of the European bureau. JTA also uses 10 part-time reporters INSTANT throughout Europe. All of JTA's correspon- dents except David Fried- man in Washington work full-time for others. David Landau, for example, is the diplomatic corresondent for the Jerusalem Post: Ac- cording to Kayston, the rea- sons JTA's reporters must hold down other jobs is that JTA cannot afford to pay them enough to live on.
