Blanchard at a testimonial dinner 7 p.m. Thursday at the Fairlane Manor in Dearborn. Cocktails will be served at 6. At the dinner, the Trade Union Council for Histad- rut, made up of representa- tives from all the AFL-CIO affiliated unions, the United Auto Workers and the Teamsters, will pay tribute to Blanchard "for his dedication to Michigan, the region and his desire to im- prove the quality of life for its people." The proceeds from the dinner will be used to estab- lish the Gov. Blanchard Histadrut Perpetual Schol- arship Fund. Through the Histadrut Scholarship Fund, more than 60,000 young people have been provided with the opportu- nity to attend any one of the network of 60 Amal Voca- tional Schools, which offer instruction in electronics, auto mechanics, aviation mechanics, draftsmanship, textile skills, carpentry, home economics and other trades or schools at the uni- versity level. The scholarship fund also provides research ' grants for science, medicine, social studies and engineering. The recipients of these scholarships come from low income, underprivileged families among the Jewish, Arab and Druze popula- tions. The chairman of the dinner is William C.
