WJC President Stresses Jewish Assertiveness JOHANNESBURG (JTA) — Edgar Bronfman, president of the World Jewish Congress (WJC) urged Jewish communities throughout the world to as- sert their Jewishness and Jewish values, to abandon illusions and to "prove through our commitment to human betterment that existence as a minority does not mandate a marginal role in human affairs." Bronfman, addressing the 32nd national congress of the South African Board of Jewish Deputies here last weekend, spoke at length of his "dreams" for world Jewry and for Israel. He re- called that at the WJC's Governing Board meeting in Washington last 'Feb- ruary, "I said — among other things — that one guish dreams from illu- sions. I quoted Herzl, who said that the right dream can come true if it is willed hard enough. The WJC leader noted that he and his colleagues in the WJC "have pursued the quiet ways of diplomacy in seeking to sever the issue of Soviet Jewry from the com- plex diplomatic jostling of the superpowers. We are striving to convince the Soviet leaders that Jews should not be held hostage in this 'second cold war.' "At the same time, we have welcomed the more vocal support of those who care about human rights," he said. At the same time, Brad- ley, at a press conference in City Hall several days ago, offered temporary refuge to Falashas Simcha Desta, his wife Rachel and their child who were recently reunited in Los Angeles after their dangerous exit from Ethiopia while they proceed with their emigration to Is- rael. City Councilman Dave Cunningham, who had met Desta at a black-Jewish dialogue conference spon- sored by the Jewish Federa- tion Council, presented the family with a resolution on behalf of his colleagues which expressed their grave concern regarding the plight of Falashas still liv- ing in isolated villages in Ethiopia's rural areas. The resolution noted that the Falashas are barred from practicing 6, their religion, prevented from emigrating, and live under constant threat of arrest and physical tor- ture. The resolution called upon Reagan to express the concern of the United States and its citizens for the human rights of Ethiopia's Jews — including the right to emigrate freely — to "re- levant foreign govern- ments" and to seek ways to assist them to emigrate. TEL AVIV (JTA) — So manyCabinet ministers are traveling abroad, or about to leave, that the next Cabinet meeting may have to be held in North America if a quorum is to be ob- tained, some commentators suggested Tuesday. Former Defense Minister Ariel Sharon, now a minister-without portfolio, departed for Canada with a small army of bodyguards because of the hostile recep- tion he was expecting from Canadian critics of his policies in Lebanon and orr the West Bank. Deputy Foreign Minister Yehuda Ben-Meir is in Washington for on-going talks on the Lebanese and Middle East situation. Foreign Minister Yitzhak Shamir has been in Europe since last Friday in an effort to improve Israel's relations with the European Eco- nomic Community. He is visiting Luxembourg, Bel- gium and Italy. Defense Minister Moshe Arens left for France to attend the Paris Air Show. Arens is an aeronautical engineer. Several other Cabinet ministers have announced plans to visit the U.S. shortly on behalf of Israel Bonds and the United Jewish Appeal. Government spokesmen said Tuesday that the mass exodus of ministers sup- ports Israel's belief that it is not at the brink of war with Syria in Lebanon.
