tion of Israel's indepen-
dence in May 1948, he be-
came deputy director of the
press and information di-
vision of the Israel Ministry
of Foreign Affairs and in
July 1949 he was sent to
Montreal, Canada, as
consul-general to establish
the Israel Consulate.
In October 1950, Harman
was posted to New York as
director of-the Israel Office
of Information and coun-
selor to the Israel delega-
tion td the United Nations,
a position he held until 1953
when he. was appointed

Foreign Affairs, a post he
